Site work for a water / sewer project in Camden, New Jersey. Completed plans call for site work for a water / sewer project.

No bids shall be received after the time designated above. The Bid shall be awarded by the Camden County Municipal Utilities Authority (CCMUA) to the lowest Bidder, and a record of all received Bids and prices shall be kept in the form of meeting minutes by the CCMUA. The Project consists of the separation of an existing combined stormwater and sanitary sewer system in the western section of Pennsauken Township, Camden County, NJ (High Street Drainage Area and the Baldwin Run drainage areas) to improve water quality and mitigate localized flooding. The proposed project will entail the construction of approximately 11,326 linear feet of sanitary sewer mains, approximately 96 sanitary sewer manholes, approximately 188 sanitary service laterals, approximately 9,885 linear feet of stormwater main pipe lining, approximately 476 linear feet of a stormwater culvert, approximately 4 stormwater manholes, approximately 12 stormwater inlets, approximately 260 linear feet of stormwater sewer mains, and associated pipe fittings and connections. In addition, the proposed project will require the proper relocation/offset of water mains to allow for construction of the sewer mains (as defined in N.J.A.C. 7:14A-23), which will consist of the replacement of approximately 4,270 linear feet of water mains, approximately 135 water service line laterals, approximately 6 fire hydrants, and associated pipe fittings and connections. Bids will be received for a single prime Contract. Bids shall be on a lump sum as indicated in the Bid Form. Bidders are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.25 et seq,), New Jersey State Prevailing Wage Act, where applicable. Prospective Bidders are advised that the Project is subject to a Project Labor Agreement (PLA). The PLA will be binding upon all Contractors and Subcontractors performing on-site Project work, as defined in Article 3 of the PLA Agreement. A copy of the PLA agreement is attached to the Supplementary Conditions, Exhibit 21. The project sponsor has identified that the SED utilization goal for this project is twelve percent (12%). Awards will be made only to socially and economically disadvantaged business concerns that are certified by the New Jersey Commerce, Economic Growth and Tourism Commission, the New Jersey Department of Transportation, the Port Authority of New York and New Jersey, New Jersey Transit or other agencies deemed appropriate by the Office as eligible minority businesses or female businesses. The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SED utilization requirements. The Successful Bidder and Subcontractors shall hold or obtain any such licenses as required by State Statutes, and Federal and local Laws and Regulations required to lawfully complete the work described in these contract documents. Questions regarding the project must be made in writing no later than 3:00pm on August 22, 2024 to Oleg Zonis, P.E., Deputy Executive Director/Chief Engineer at ozonis@ccmua.org and Maria Ortiz, Purchasing Assistant at mortiz@ccmua.org. Questions received after this date and time will not be considered. The Owner reserves the right to reject all of the Bids received, to re-advertise for Bids, to abandon the project, to waive any or all minor informalities in any Bid received and to accept the lowest responsible responsive bid all in accordance with applicable law. A Bid must be accompanied by Bid security made payable to Owner in an amount of ten (10) percent of Bidder's Bid price, but not in excess of $20,000, and in the form of a certified check or bank money order or a Bid Bond (on the form attached) issued by a surety meeting the requirements of Paragraphs 5.01 and 5.02 of the General Conditions and authorized to do business in the State of New Jersey. In addition, Bid must be accompanied by a consent of surety consistent with N.J.S.A. 40A: 11-22 and 2A:44-143 et seq.
