The Randolph County Board of Commissioners, Hereinafter Called the Owner, Reserves the Right to Reject Any or All Proposals and to Waive Any Formality or Technicality and to Award the Proposal as May Be in the Best Interest of the Owner, or Re-advertise for Bids.
