Site work and new construction of an educational facility in Albuquerque, New Mexico. Completed plans call for the construction of a 34,000-square-foot educational facility; and for site work for a educational facility.
The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of the New Mexico Literacy Institute which entails the construction of a new building and related site work. The scope entails the construction of an approximately 31,285 square foot building with site improvements. The facility building is single-story. The work includes extensive site work and a very specialized roof. There are also a number of glass curtain walls. This procurement shall be under the Competitive Sealed Proposals for Construction and Facility Maintenance, Services and Repairs rule per New Mexico Administrative Code (NMAC) 1.4.8 and will result in a single source award. This procurement will result in a contractual agreement between two parties; the procurement may ONLY be used by those two parties exclusively. The term of the Agreement may extend to eight years from date of the last signature if necessary. The Construction Documents contain additive alternates which will become part of the Work only if enumerated in the Agreement. Future funding may be required in order to add the alternates to the contract. This RFP will result in a single award. After contract award, the successful Offeror will furnish and maintain bonds covering the faithful performance of the Project executed under the Contract, and the payment of all obligations arising there under, in an amount equal to one hundred percent (100%) of the Contract sum executed as adjusted, and with such sureties secured through the Offeror's usual sources, licensed to do business in the State of New Mexico and as may be agreeable to the parties. This Official Site tour will occur after the 'business' meeting at the site at 1550 Mesa Vista NE, Albuquerque. Subcontractors are welcome and encouraged to attend either via Teams if they want to get clarity on their part of the RFP submission package or in person if they want to see the site as well. Any inquiries or requests regarding this procurement must be submitted, in writing, to the Procurement Manager Name: Joseph Lovato Telephone: 505-487-3825 Email: joseph.lovato@gsd.nm.gov The scope of work is detailed in the Construction Drawings and Project Manual for the construction of a 32,285 heated Gross Square Feet (GSF) new building for the New Mexico Literacy Institute and related site and utility improvements on an approximate three-acre vacant parcel. This is a very fast-tracked project. The sample contract contains important information regarding the fast-track aspects of this project. Turnarounds for submittals, shop drawings, RFIs, etc will be short, in order to avoid any delays to work. There will be intermediate mandatory schedule milestones which carry the possibility of liquidated damages. Some limited scope of work will be under separate contracts. The base bid and alternates thoroughly described on Contract Documents (example: landscape, and plant procurement and installation). Working hours will be limited by City Ordinance which restricts exterior work hours from six am to ten pm and six days a week (not on Sundays). The Owner commits to having a Special Inspections contractor under contract when the project starts. It will be Terracon. The Owner has a commissioning agent under contract for building envelope and systems. It is EEI and Avocet. Scheduling expertise is vital to this project. The General Contractor will be expected to meet all of the requirements for schedule tracking that are in the sample contract. The Owner has an expert scheduler under contract who will be reviewing all scheduling documents and justifications. On the Owner's behalf, it is PJM Scheduling. Three weeks look ahead schedules will be scrutinized in order to ensure that there is no time slippage.
