Phase I - Development of a Preliminary Engineering Report (PER) and Environmental Report (ER) Prepare a Preliminary Engineering Report (PER), an Environmental Review Record (ERR), and/or an Environmental Report (ER), including NEPA and SEQRA on the selected alternative, that will detail the system's shortcomings, evaluate alternative improvement options, recommend a strategy, and provide anticipated costs to construct, operate, and maintain the recommended strategy. This will enable the development of specific future implementation projects and the ability to seek funding for them. As the Village of Hobart intends to seek State and Federal funding to assist in the implementation of the water system evaluation and related services, the PER, ERR, and ER must be prepared in conformance with the requirements of all potential funding streams, including: o NYS Environmental Facilities Corporation (EFC) and NYS Department of Health State Revolving Fund (SRF) Program. o NYS Environmental Facilities Corporation (EFC) NYS Water Infrastructure Improvement (WIIA) Program. o NYS Office of Community Renewal Community Development Block Grant (CDBG) Program. o USDA Rural Development Water and Environmental Programs (WEP). o Bipartisan Infrastructure Law (BIL). Findings from the PER will drive costs of further planning, design, bidding, and construction work and will be established as the project progresses. The consultant shall describe its preferred method of compensation for the scope of services. The Village of Hobart Board will review each proposal in detail. Evaluation and ranking of submissions, and selection of a firm, will be based on demonstrated competence and qualifications to perform the services required. These include: past experience with similar projects; demonstrated ability to secure funding for project implementation; capacity to provide key personnel and appropriate staffing plan; and respondent's understanding of the project. The Board reserves the right to accept or reject any and all proposals in whole or in part, to waive any and all informalities, require supplemental statements or information from any responsible party, negotiate potential contract terms with any respondent to this RFQ, have discussions with any respondent to this RFQ to correct and/or clarify responses which do not conform to the instructions contained herein, and to disregard non-conforming, non-responsive, or conditional proposals. The method of Contractor Selection has not been Determined at this time. Responses to this RFQ are prepared and submitted at the sole cost and expense of the proposer. Certified Minority and Women-Business Enterprises (M/WBE) and Section 3 businesses are encouraged to submit proposals. Note: Grant-specific terms and conditions may be added to selected consultant’s contract upon award. The selected Respondent will be required to comply with all Minority and Women Business Enterprises (M/WBE), Equal Employment Opportunity (EEO), Service-Disabled Veteran-Owned Business (SDVOB), and Section 3 requirements associated with funding streams that may be utilized for this project as appropriate. Respondents that are Certified M/WBEs or SDVOBs should provide certification with their submittal. Firms that are not M/WBE or SDVOB certified should demonstrate a track record of, and ability to, partner with certified firms to meet the requirements of funding streams that may be utilized for this project.
