The County of Lexington, South Carolina is requesting interested firms to provide engineering and consulting services for Lexington County Airport. These services are to be provided on an as-needed basis under a Requirements Contract. The contract will be in effect for a period of five (5) years. A qualification based selection process conforming to FAA Advisory Circular 150/1500-14E with Change 1 will be utilized to select the most qualified Consultant. The Lexington County selection committee will evaluate each of the submittals or firms on the following criteria: 1. Overall qualifications of the Firm, Including Firm Personnel and Project Team 2. Experience in Working with SCAC and FAA Regulations and Procedures 3. Ability to assist County with Airport Capital Improvement Plan (ACIP) 4. Ability to provide service to client and projects 5. Ability to meet and document DBE Goals 6. Past performance with the County of Lexington or other local governmental agencies Based on these evaluations, the selection committee will rank the most qualified applicants. Upon determination of the final rank by the selection committee, written notification of selection will be sent to all of those who respond to the Request for Qualifications. The Committee reserves the right to interview some or all of the prospective firms. Firms which submit a proposal for services and are not selected for contract may request a debrief meeting with Lexington County Procurement. The debrief meeting will include some or all members of the evaluation committee and must be requested within ten (10) calendar days of the notice of intent to award. Lexington County shall make positive efforts to utilize Disadvantaged Business Enterprises (DBE) for its supplies and services and shall allow these sources the maximum feasible opportunity to compete for contracts. Lexington County does not discriminate on the basis of race, color, national origin, sex, religion, age or disability in employment or the provision of services. The specifications listed herein are not intended to be restrictive in any way. The intent is to provide potential responders a basic guideline for what type of Airport Engineering and Consulting Services are acceptable. Scope of Work: A. Interested Consultants shall develop a team of professionals who are capable of offering the variety of services defined herein. B. Projects assigned to the Consultant under this contract will include, but not be limited to: 1. Aviation planning, environmental analysis, land acquisition assistance, preliminary design, final design, estimating, bidding, and construction administration services. 2. Subcontracted special services such as surveying, geotechnical, environmental, resident project representative, and quality assurance testing. 3. Preparation of funding grant applications and grant reimbursement requests for the SCAC and/or the FAA, and develop justification to document the need for federal and state funds. Demonstrated assistance in project funding is required. 4. Provide technical assistance and advice to the activities identified above as required.
