Project: Snow Plowing - Concord Campus Location of Project: 4 Court Street Lot and 5 Chapel Street Lot Merrimack County is seeking qualified proposals for Snow Plowing - Concord Campus at 4 Court Street Lot and 5 Chapel Street Lot according to the terms, conditions, and specifications of this solicitation. This project is outlined in further detail in section four (4) of this document. The purpose of this Request for Proposal (RFP) is to acquire offers from various vendors, conduct a fair evaluation based on criteria listed herein, and select the candidate who best provides the County with the desired product and service. Merrimack County is a government facility that operates under the discretion of elected officials that manage county finances. Acceptance of any proposal(s) will be subject to approval by the Merrimack County Board of Commissioners. Merrimack County is seeking proposals from qualified contractors to provide snow removal services to the County parking lot properties located at 4 Court Street and 5 Chapel Street in Concord, NH. Winter seasons prove challenging in New England and Merrimack County is looking to partner with a vendor that can properly service our Concord Campus parking areas and appropriately treat the surfaces to mitigate the risk of slips, trips, and falls. This RFP seeks to procure the services of a local snow removal vendor for two (2) winter seasons with a possible two (2) year extension, upon successful completion of the first term and upon mutual agreement. The expiration date of the first term will be April 30th, 2026. The expiration of the second term will be April 30th, 2028. This Request for Proposal (RFP) is intended to acquire annual cost offers for the first term (winter seasons 24/25 and 25/26) from various local vendors, conduct a fair evaluation based on criteria listed herein, and contract services with the vendor that provides the County with the best rated proposal. Submitted proposals are to be based on seasonal pricing (not per storm). Scope: Snowplowing services, including off site snow removal, for parking lots located on the County properties of: 4 Court Street and 5 Chapel Street in Concord, NH Snow removal, sanding or salt application shall be provided when snow accumulation is one (1) inch, or greater, or with icy precipitation in excess of 1/8", at the properties outlined above. The National Weather Bureau may be used as a guide in determination of depth of snowfall. Storms that end prior to 3AM - snow or icy precipitation must be plowed / removed prior to 6:30AM. Storms that end at 3AM or later shall be serviced as soon as time allows. Any continuous storm occurring during business hours shall be serviced each time snow accumulations reach two (2) to three (3) inches with a final removal / clean-up being provided at the end of the storm and when all vehicles in the parking lot area have been removed. When snow accumulation is 1" or greater, and as conditions dictate, salt must be applied to all plowed surfaces, after removal efforts have been completed. When snow accumulation is less than one (1) inch or with icy precipitation in excess of 1/8", sand and or salt shall be provided and included as part of the annual service agreement. When excessive snow impedes upon parking space areas, or at the request of the Merrimack County Director of Facilities or his appointed designee, snow shall be removed from the impacted property. Any damages incurred as a result of the snow removal process shall be repaired by the Contractor during the spring of each year and completed prior to June 1 of that calendar year. Definition of a "storm": Snow accumulations of one (1) inch or greater. Icy precipitation I.E. Sleet, Ice, Grapple, Wintry mix, etc. accumulations of 1/8 inch or greater. When snowfall continues, uninterrupted, for a period of up to eight (8) hours. Any storm over eight (8) inches may be considered two storms for invoicing and tracking purposes. Note: Effective dates of service are 10/15/2024 for the first season and 10/15/2025 for the second. The County of Merrimack reserves the right to accept or reject any or all submissions and to accept, in part or in whole, any submission that it deems, at the County Administrator's discretion, to be in the best interest of the County. Additionally, the County of Merrimack reserves the right to cancel this Request for Proposals at any time and for any reason. Questions Due to the County 8/16/2024. Award will be issued after the Board of Commissioners has reviewed and approved the proposed purchase. The final award will be issued in the form of an executed award contract. The County of Merrimack reserves the right to accept or reject any or all submissions and to accept, in part or in whole, any submission that it deems, at the County Administrator's discretion, to be in the best interest of the County. Additionally, the County of Merrimack reserves the right to cancel this Request for Proposals at any time and for any reason.
