Site work and paving for a mixed-use development in Smithfield, Virginia. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The project consists of a new hydraulic cement concrete sidewalk, new curb and gutter, drainage improvements, pedestrian signal improvements, and pavement improvements. SCOPE OF WORK: All bidders must be qualified at the time of bid through VDOT's prequalification process. This is a Federally funded project providing a consistent pedestrian route along the north side of Main Street from the eastern entrance to Westside Elementary School to 260LF east of Grace Street. The project consists of a new hydraulic cement concrete sidewalk, new curb and gutter, drainage improvements, pedestrian signal improvements, and pavement improvements. Unless otherwise noted, this project shall be constructed in conformance with the VDOT 2020 Road and Bridge Specifications, and all federal funding requirements as specified in the plan documents, including Buy America/Build America and DBE participation. This project is offering a Delayed Notice to Proceed date. Upon Notice of Intent to Award, the contractor has 10 days to notify the Project Manager of a preferred Notice to Proceed date between the Notice of Award date and no later than March 01, 2025. If no preferred date is received, the Notice to Proceed date shall be set at March 01, 2025 Questions Due: September 26, 2024, 3:00 pm Questions concerning this project must be in writing (email preferred) and addressed to ewishall@isleofwightus.net No Pre-bid conference will be held. All work will occur on public property and the work area is available for independent access. The Bidder is required to be familiar with the site conditions prior to submitting a bid. The right is reserved to accept or reject any or all bids in whole or in part and to waive any informalities in the IFB, and to enter into any contract deemed to be in the best interest of the County. The contractor shall provide a warranty on all work for a period of one (1) year after final completion. The right is reserved to revise or amend these specifications prior to the date set for receipt of bids as may be required by the County. That date may be delayed if deemed necessary by the County. Any revisions and/or amendments will be in the form of an addendum to this document.
