The Washington Metropolitan Area Transit Authority (known hereinafter as the Authority) requires the services of professional on-call multi-disciplinary general architectural and/or engineering Consultants (Consultant) to provide services in support of the on-going capital improvement program and maintenance program, conduct special complex engineering/architectural studies, provide engineering and architectural support for recovery from emergency conditions, and provide design and design support for new capital rail construction, and for bus system projects, for joint development projects, for adjacent construction related projects, for project and technology development projects, and for additional projects and services as required. As described in the following, the Consultant may assist the Authority by providing certain professional engineering, architectural and surveying services associated with new construction and the renovation, repair and maintenance of Authority facilities, assets and systems located in the District of Columbia, Maryland and Virginia. This solicitation is intended to qualify Consultants in categories which will enable the Consultant to receive requests for Task Order proposals for a competitive selection process as described herein. While no Disadvantaged Business Enterprise (DBE) goals have been established for this RFP, Consultants are strongly encouraged to include a diverse team that includes DBE subconsultants, as DBE Participation will be part of the technical evaluation of proposals. DBE goals will be evaluated and may be established for each subsequent Task Order RFP to be released under all of these contracts. WMATA's current authority-wide DBE goal is 23% and it is WMATA's expectation that the overall cumulative work associated with each awarded contract will exceed the authority-wide DBE goal.
