The City of Fort Worth Water Department (FWWD) is requesting proposals and qualifications from interested and qualified engineering consulting firms (or other qualified firms) to perform engineering, design, permitting and professional services necessary for the following projects: RFP - Holly to Eastside II Pump Station (WP E2-1); VCWRF Primary Clarification Resident Engineering & Inspection Services during Construction) Questions Due Date: Sep 9th 2024, 5:00 PM CDT Online Portal Fort Worth Water is soliciting qualifications to provide Resident Engineering and Inspection services during construction for the Village Creek Water Reclamation Facility (VCWRF) Primary Clarification Project. The VCWRF Primary Clarification project will remove the small Primary Clarifiers 1-12 along with Primary Sludge Pump Stations #1 and #2, Bar Screen Buildings #1 & #2, Junction Boxes G & H and associated scum pump stations and piping; and replace with new large Primary Clarifiers 1-3, the new Primary Sludge Pump Station #1, the West Diversion Box and Primary Influent Meter Vault #1 and scum pump stations and piping. The Resident Engineer will be responsible for coordination and overseeing the proposed VCWRF Primary Clarification project, potentially working with other on-site construction contractors. In addition, the Resident Engineer will assist the City Project Manager, and the Design Engineers in coordinating various construction activities with contractors, internal staff, and operational and maintenance activities. Proposed Scope of Services During Construction The Resident Engineer, as part of the Construction Phase Services, will act as the Resident Representative for the Project; and will be responsible for coordinating with the City (both Engineering and VCWRF Staff), Design Team and the contractors. As the Project will be funded (either partially or completely) with Texas Clean Water State Revolving Fund (CWSRF) financing, coordination with the Texas Water Development Board (TWDB) staff for meeting the CWSRF requirements. At this time, all inspection needs will be provided by the Resident Engineer or its team. The scope of services includes but is not limited to the following: o Host web based electronic document control and submittal management system. The City's Document Management System (e-Builder) will be used. o Provide required staff necessary to observe construction work and ensure work compliance with contract documents. Maintain daily construction logs as required to monitor progress and address change orders and claims o Attend and conduct regularly scheduled construction progress meetings and prepare meeting minutes o Coordinate with plant staff from shut-downs, equipment testing and other process issues that will affect plant operations o Coordinate with City staff and other governmental agencies for permits and approvals require for construction. o Coordinate with TWDB for construction activities (TWDB CWSRF) o Submit monthly reports of construction progress o Review Contractor's Pay application and make payment recommendation o Monitor Contractor compliance with minimum wage rate requirements. o Monitor compliance with American Iron and Steel Requirement and Davis-Bacon Wage Rate Requirements (TWDB CWSRF) o Monitor Contractor schedule compliance o Provide specialty inspection services, if/when needed. o Process, administer and make recommendations for construction modification and/or change orders. o Coordinate equipment training for City/plant staff, for newly installed equipment o Produce punch list and review contract close out documents o Verify completeness/accuracy of record drawings o Certify that the project was constructed in accordance with the approved plans and specifications o Warranty Review and Inspection o Coordinate with City Staff and Design Engineer for TWDB Closeout (TWDN CWSRF) o Material furnished by the City. The budget for these services is established at $2,500,00 to $3,00,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The VCWRF Primary Clarification Construction Project is expected to last 26 months. The method of Contractor Selection has not been Determined at this time.
