The bid proposal and bid deposit must comply with the bid specifications. Platte River has sole discretion to accept one or more bid proposals that represent the best overall value to Platte River, taking into consideration the price and other evaluation factors set forth in the bid specification, and to reject any or all bid proposals, or to accept or reject any portion of any bid proposals.
