Wheaton Park District will be receiving sealed bids for 2024 Fall Asphalt Paving Projects. SITE ADDRESSES: o Blanchard Building - 1753 S. Blanchard St., Wheaton, IL 60189 o Briar Patch Park - 1700 Briarcliffe Blvd., Wheaton, IL 60189 o Toohey Park - 1900 Orchard Rd., Wheaton, IL 60189 o Northside Park - Thomas Rd., & Darling St., Wheaton, IL 60187 The Wheaton Park District Board of Park Commissioners reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason. Owner anticipates work to begin by October 1, 2024. SUBSTANTIAL COMPLETION: Not later than October 8, 2024. FINAL COMPLETION: Not later than October 15, 2024 Failure to make such a disclosure will not result in accrual of any right, claim or cause of action by any Bidder against the Wheaton Park District. Bids shall not include federal excise tax or state sales tax for materials and equipment to be incorporated in, or fully consumed in the performance of, the Work. An Exemption Certificate will be furnished by the Wheaton Park District on request of the Bidder, for use in connection with this Project only. The Work of this Project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. A prevailing wage determination has been made by the Illinois Department of Labor for public works projects in DuPage County. All bid proposals must be accompanied by a bid bond or bank cashier's check payable to the Wheaton Park District for ten percent (10%) of the amount of the bid as provided in the Instructions to Bidders. No proposals or bids will be considered unless accompanied by such bond or check. The Contractor selected will also be required to comply with all applicable federal, state and local laws, rules, regulations and executive orders including but not limited to those pertaining to equal employment opportunity. By order of the Board of Park Commissioners of the Wheaton Park District. Base Bid: Blanchard Building Parking Lot (approximately 1,960 S.F.) o Remove and replace designated area of existing asphalt parking lot and install new pavement to match existing grades. (See attached aerial layout). o Sawcut clean edge for the joint between the new and pavement to remain. o Haul off and properly dispose of spoils. o Furnish, install, level and compact CA-6 gravel base to a compacted depth of 8 inches. o Existing gravel base may be reused to form the base of new pavement for parking lot, provided that it is regraded to meet the proposed slopes. It is permissible to both pulverize asphalt in place (FDR), or mill asphalt and reuse the grindings as granular base material, provided that it is re-graded to meet the existing grades. o Remove and dispose of excess asphalt grindings legally off site. o Install prime coat, 2 1/2 " of binder asphalt, tack coat, and 1 1/2 " of surface asphalt and roll to match grade of existing. 4" total asphalt depth. o Paint new parking space lines. Briar Patch Park Paths (approximately 32,000 SF) o Remove existing asphalt paths and install new asphalt path paving to match existing footprint and existing grades. Path width is approximately 9 ft. wide. (see attached aerial layout). o Sawcut clean edge for the joint between the new and pavement and/or concrete to remain. Asphalt to meet grade of existing pavement. o Existing gravel base may be reused to form the base of new pavement for park paths, provided that it is regraded to meet the proposed slopes. It is permissible to both pulverize asphalt in place (FDR), or mill asphalt and reuse the grindings as granular base material, provided that it is re-graded to meet the proposed grades. o Remove and dispose of excess asphalt grindings legally off site. o Inspect gravel base to verify 6" depth and compact. Furnish and install additional CA-6 gravel to meet minimum 6" depth. o Install 1 1/2 " of binder asphalt and 1 1/2 " of surface asphalt and roll to match grade of existing. o Restore all areas affected by construction with pulverized topsoil, seed and blanket. Northside Park Path (approximately 180 SF) o North Path - Remove and replace approximately 10 ft of asphalt on either side of bulging asphalt hump in path where a culvert runs underneath path. Slope the path on either side to help decrease the size of the bulge from the culvert pipe. Path width is approximately 9 ft. wide o Sawcut clean edge for the joint between the new and pavement to remain. o Existing gravel base may be reused to form the base of new pavement for the path, provided that it is regraded to meet the proposed slopes. It is permissible to both pulverize asphalt in place (FDR), or mill asphalt and reuse the grindings as granular base material, provided that it is re-graded to meet the proposed grades. o Remove and dispose of excess asphalt grindings legally off site. o Inspect gravel base to verify 6" depth and compact. Furnish and install additional CA-6 gravel to meet minimum 6" depth. o Install 1 1/2 " of binder asphalt and 1 1/2 " of surface asphalt and roll to match grade of existing path. o Restore all areas affected by construction with pulverized topsoil, seed and blanket. Toohey Park Parking Lot and Path (lot Path (approximately 424 SF): o Remove existing asphalt path and install new asphalt path. Paving to match existing footprint and existing grades. Path width is approximately 9 ft. wide. (see attached aerial layout). o Sawcut clean edge for the joint between the new and pavement and/or concrete to remain. Asphalt to meet grade of existing pavement. o Existing gravel base may be reused to form the base of new pavement for park paths, provided that it is regraded to meet the proposed slopes. It is permissible to both pulverize asphalt in place (FDR), or mill asphalt and reuse the grindings as granular base material, provided that it is re-graded to meet the proposed grades. o Remove and dispose of excess asphalt grindings legally off site. o Inspect gravel base to verify 6" depth and compact. Furnish and install additional CA-6 gravel to meet minimum 6" depth. o Install 1 1/2 " of binder asphalt and 1 1/2 " of surface asphalt and roll to match grade of existing. o Restore all areas affected by construction with pulverized topsoil, seed and blanket. Parking Lot (approximately 60 SF) : o Remove existing section of asphalt parking lot and install new section of asphalt parking lot. Paving to match existing footprint and existing grades. (see attached aerial layout). o Sawcut clean edge for the joint between the new and existing pavement. Asphalt to meet grade of existing pavement. o Existing gravel base may be reused to form the base of new pavement for parking lot section, provided that it is regraded to meet the proposed slopes. It is permissible to both pulverize asphalt in place (FDR), or mill asphalt and reuse the grindings as granular base material, provided that it is re-graded to meet the proposed grades. o Remove and dispose of excess asphalt grindings legally off site. o Inspect gravel base to verify 6" depth and compact. Furnish and install additional CA-6 gravel to meet minimum 6" depth. o Install 1 1/2 " of binder asphalt and 1 1/2 " of surface asphalt and roll to match grade of existing. o The parking lot section abuts the path that is being replaced in the path scope of work above.
