The Town of Mooresville has experienced substantial growth in the last couple of decades, growing from a population of less than 10,000 in 1990 to almost 60,000 today. The Town's vibrant downtown core has expanded and redeveloped over the years and is now a booming destination for citizens and visitors with boutique shops, restaurants, taprooms, the Charles Mack Citizens Center, Mitchell Community College, Liberty Park, special events, and more. In order to enhance accessibility and accommodate downtown visitors and residents, there is an immediate need for a public structured parking facility in the downtown core. The goal of this project is to provide the Town with Design-Build services resulting in the best possible value and quality for the citizens and customers of the Town. Design-Builders responding to this Request for Qualifications who satisfy the stated criteria shall be evaluated by the Town according to the criteria identified in this Request for Qualifications. The most highly qualified Design-Builders will be identified, and the Town will begin negotiations with the highest-ranked Design-Builder. The success of this project will depend largely upon the partnership and cooperation between the Design-Builder and the Town. The intent of the Town is to work with the Design-Builder as an integrated team with common goals of improving quality, efficiency, cost savings, and achieving the best project result possible. The Town will work with the Design-Build firm to determine work and design practices that satisfy the performance-based requirements in the contract. It is expected that the Design-Builder will take Town preferences into consideration, participate with the Town in value-engineering, and proactively address risks and challenges to the Project's success. The Town will work diligently to aid the Design-Builder in maximizing efficiency and provide the Town insight into project progress without an undue level of owner oversight. The site is located at 100 N. Church Street, which spans the block between Moore Avenue and Center Avenue directly behind the businesses on Main Street. The site is comprised of fourteen (14) parcels of real property occupying a total of 2.74 acres, owned by the Town of Mooresville. Parcels include PINs 4667117931, 4667116897, 4667116835, 4667115778, 4667113680, 4667113659, 4667112688, 4667112770, 4667113757, 4667115962, 4667116938, 4667116984, 4667112785, and 4667113830. Site improvements to the existing surface parking may take place on additional parcels located between the subject site owned by the Town and the back of the buildings on Main Street in order to produce a cohesive and functional design. Site design on these parcels will need to account in part for property owners' desires, and easements will need to be obtained as part of this project. The parking structure will contain approximately 450 parking stalls and will be a maximum of five (5) levels in height, in accordance with Town of Mooresville development regulations. The parking structure should fit in aesthetically with the surrounding historic architecture and be designed in a manner that could potentially allow for a mixed-use liner or wrap building to be constructed between the parking structure and the street(s) in the future. In addition to the parking structure, the project will include the following key elements: Updates to the existing surrounding surface parking lots and designation of a "through alley" from Moore Avenue to Center Avenue Enhancements to pedestrian accessibility through the parking area to Main Street Implementation of the streetscape design standards outlined in the recently adopted Downtown Streetscape Master Plan along all public street frontages bordering the site Design and construction of appropriate urban stormwater control measure(s) Potential upgrades to existing water, sewer, drainage, and other utility infrastructure, if needed to accommodate the project Conversion of the existing overhead utility lines on N. Church Street from E. Center Avenue to Iredell Avenue (including the project site and side streets) to an underground duct bank Charging stations and associated infrastructure upgrades for electric vehicles (EV) Integration with the Town's overall parking management strategy, including design and installation of the equipment and network infrastructure needed for management, access, and security within the parking structure and site The scope of professional services includes architectural, civil, structural, mechanical, electrical, plumbing, fire, technological, and landscape design services, as well as construction, construction contracting, and construction administration for the development of a parking structure and surrounding site improvements. Historical documents previously completed by the Town will be made available for use in preparation of proposal. The Town is committed to providing opportunity for small and disadvantaged businesses to perform on its contract. The Town welcomes and encourages Small Professional Service Firms (SPSF) and Historically Underutilized Businesses (HUB) to participate in this RFQ. The Firm and subconsultants shall not discriminate on the basis of race, religion, color, national origin, age, disability or sex in the performance of any contract entered into under this pre-qualification process.
