The proposed scope of work includes the following tasks; however, the consultant can include
additional tasks as appropriate:
o Kickoff Meeting with District/JPA staff
o Planning and management of a Beer Brew and Tasting Event with the following
constraints:

o Beer will have already been brewed and canned by a local brewery.
o Help identify and hold the event at a location within the JPA service area other
than on JPA/ District facilities (due to restrictions on serving alcohol on
District/JPA property).
o Limit the event to 200 participants (District to develop guest list) or no more than
the capacity that the event location allows.
o Follow-up with invitees and confirm attendance.
o Procure any permits and insurance that may be required for the event.
o Run the event from beginning to end.
o Provide any other event needs such as, but not limited to, musical entertainment,
audio system for addressing the audience, and possible raffle prizes.
o Planning and management of a Coffee Brew and Hot Chocolate Tasting Event with the
following constraints:
o Solicit participation from primarily local coffee makers within the JPA service area
o Identify and hold the event in Oak Park, CA in a park or at a specific business
location TBD.
o Limit the event to 200 participants (District to develop guest list).
o Follow-up with invitees and confirm attendance.
o Coordinate with District staff to possibly staff a table at the event.
o Provide any other event needs such as, but not limited to, musical entertainment,
audio system for addressing the audience, and possible raffle prizes.
o Run the event from beginning to end.
o Planning, managing and executing an outreach plan specific to the construction of the
full-scale advanced water purification facility and the corresponding pipe construction
project:
o Develop an outreach plan for education and information dissemination to the
residents and businesses that will be impacted by the construction of the project.
This can include:
Timeline for construction phases (standalone leave behind)
o Graphic depictions of construction phases included
Door knocking for homes and businesses that will be directly impacted by
the construction of the facility and pipeline and staff to implement door
knocking process.
Any physical signage to be strategically placed along construction
impacted routes.
A plan to help disrupted business get free advertising during construction
phases (social media posts, a "construction" slogan and hashtag to be
shared, newspaper advertisements, billboards, etc...)
Assistance in creating videos, collateral, and graphics for use in
community newsletters, websites, social media platforms, and any other
outreach tool that will assist in information dissemination.
Include a timeline of outreach triggers for the execution of specific
components of the outreach plan
o Create an outreach brochure for the pipeline and facility construction including:
o Timeline
o Reasoning for project
o Graphics

o Map of JPA facilities and how the treatment process will work at each location,
showing flow of water between facilities, etc...
o Final rendering of the full-scale facility
o "On call" services that can include:
o Video creation
o Graphic design needs
o Emergency outreach staffing or assistance in responding to a problem
o Development of press releases, letters to the editor, social media content,
articles for publication in magazines (industry and local)
o Facilitating tours of impacted construction areas for elected officials, residents
and business owners
o Assistance in setting up and managing "hybrid "town hall" meetings about the
project and the construction phases (JPA staff will facilitate and run meetings)
o Assist in garnering public speaking engagements for JPA staff to give
o Any other related needs that may arise specific to the advanced water
purification facility and pipeline construction phases (October 2024 - November
2030)
