Demolition, site work, renovation and addition to a water / sewer project in Kansas City, Missouri. Conceptual plans call for the addition of a two-story above grade water / sewer project; for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

This is a Request for Qualifications ("RFQ") issued by the City of Kansas City, Missouri acting through its Water Services Department (WSD) for Professional Design Services through the Schematic Design Phase (approx. 30% completion of design) for the SCADA Building Expansion Project at the Water Treatment Plant (WTP) (Project). Following WSD's review of the Schematic Design Phase, WSD will determine if the project will proceed through Construction Documents and Bid Phase Services. If so, the Contract will be amended with the Scope and fee for Add-on Services negotiated at that time. The SOQs will be reviewed and evaluated in accordance with the provisions of this RFQ to select a firm . The draft program for the project is for upgrades to the existing SCADA Building and operations as well as a building expansion to accommodate approximately 15 private offices and related spaces such as meeting rooms, breakroom and restrooms. Firms will be requested to provide their proposed process to design the building addition and upgrade the existing building to better meet the needs of the SCADA operations. Proposers must be thoroughly familiar and demonstrate experience with the design-bid-build process, familiarity working with a municipal government, and the scope of work and performance requirements discussed in this RFQ. The WSD may disqualify any Proposer that fails to demonstrate such familiarity and experience in its SOQ. 2. Definition of Request for Qualifications (RFQ). This RFQ is an invitation by WSD to interested Proposers/Design Professionals (DP) to submit a Statement of Qualifications (SOQ) and any other required submissions as specified. Determination of the selected design team will be based upon the judgment of the City that will be in the best interest of the Owner. This RFQ is not a request for a competitive bid. The Proposer's submittal of an SOQ in response to this RFQ does not create any right in or expectation to a contract with the Owner Proposers should submit four (4) spiral bound copies of their SOQs, and one (1) electronic version of the SOQ on a USB flash drive (in indexed and searchable PDF format). All SOQs must be submitted in a sealed envelope or box and shall not be opened until after the due date. The SOQ document package shall be plainly labeled with the words "STATEMENT OF QUALIFICATIONS FOR SCADA BUILDING EXPANSION PROJECT." The City reserves the right at any time to change or extend the due date and time for any reason. Each Proposer assumes full responsibility for the timely delivery of its SOQ at the required location. Any SOQ received after the Submittal Date will be deemed non-responsive and returned unopened to the Proposer, and that Proposer will be eliminated from further consideration. A delivery acknowledgement will be issued upon receipt of the SOQ package and will be provided to the Proposer via e-mail by a City Contact listed in Paragraph 6. If the SOQ submission is delivered by hand, it must be delivered to the KC Water Administration Building, 4800 E. 63rd St. KCMO Mail Room entrance east side of the building, Deliveries made to the Security Desk will not be accepted The City Contacts for this solicitation include the WSD Project Manager and the Procurement Manager identified below: Debra L. Questions received less than ten (10) calendar days prior to the Submittal Date may not be answered. Interpretations or clarifications considered necessary by the Project Manager and/or Procurement Manager in response to such questions will be issued by Addenda to all Proposers. Oral or other interpretations or clarifications shall be without legal effect, even if made during formal meeting This Project will expand the existing building to accommodate additional staff which are currently located in the Chemical Building at the Water Treatment Plant (WTP). It is expected that an additional 15 private offices are needed. The Programming phase will determine the exact number and sizes of private offices required. Other spaces required are: one (1) conference room to accommodate up to 20 people; two (2) small conference rooms to accommodate 8-10 people each; a breakroom with kitchenette, vending machines, tables and chairs to accommodate at least 15 people; all gender restrooms as required by Code; reception area; copier/work room; storage; electrical and mechanical rooms; and auxiliary spaces. All IT improvements need to be compatible with the City's IT system. Any work to the SCADA system shall be compatible with and support the existing SCADA system unless otherwise directed in writing by WSD. Due to the limited site area, it is assumed the addition will need to be a 2-story building. The site will need to accommodate parking for 25 vehicles and a back-up generator. An outdoor area for staff to use during breaks is desirable. As per City Policy, the project needs to be designed to meet and be certified to LEED Gold standards. Summary of Scope of Work: This RFQ is a request for Professional Design Services for programming and design up through the Schematic Design Phase (approximately 30% completion of design) for the stated Scope of Services, including but not limited to the items listed below. At the point of Schematic Design submittal and presentation, WSD will determine how to proceed with the Project. Assessment of existing site conditions including geotechnical survey; Assessment of existing building conditions to determine how existing spaces and systems can be integrated into the building addition and the repairs and/or modifications needed to extend the life of the existing systems to be consistent with the targeted life span of the building addition; Programming to determine the following functions including but not limited to: optimum sizes of spaces, key adjacencies, workflow, building and site circulation, including site requirements; Conceptual Design (approximately 10% completion) develop at least three (3) different design options that meet the programming criteria developed and approved by WSD; show approximate sizes, layout and adjacencies of spaces and activities/functions; provide at least two (2) 3-D images of each design option; outline pros and cons of each design option; prepare a narrative for construction schedule which will keep SCADA operations in service throughout construction; the approximate length of the construction period; prepare preliminary cost estimates for approximate cost comparison between the design options; submit for review and comment to WSD; the preferred option will be developed to include WSD's comments, including site design options, to the Schematic Design level; Schematic Design (approximately 30% completion of design) develop WSD's preferred design option to illustrate basic size, layout, and relationships between spaces to meet the programming criteria; develop the site plan, floor plans and elevations to scale; identify proposed structural and mechanical systems and show layout; identify potential constraints and opportunities; outline construction phasing for work to maintain SCADA operations and approximate timeline for each construction phase; refine cost estimate; submit for review and comment to WSD; address WSD's comments and resubmit for WSD's records. The method of Contractor Selection has not been Determined at this time.
