The City of Placerville is seeking proposals from qualified engineering firms to provide professional engineering and design services. The services shall begin with preliminary engineering and environmental documentation; continue through the development of final contract documents including Plans, Specifications and Estimate (PS&E); and conclude with construction engineering support. Caltrans has approved the US 50 Corridor Action Plan as the Project Initiation Document (PID), and a Project Report will be required through the project approval process. Additionally, the City will have the consultant team prepare a Trip to Green Implementation Plan that will outline the standard operating procedures and parameters of how and when the City and Caltrans will implement Trip to Green. This document will require City Council approval. The City expects the consultant to develop their own detailed scope of work and identify deliverables based on knowledge of City and Caltrans/FHWA procedures and understanding of the project. The scope of work, at a minimum, should include the tasks described in Attachment C. Proposers are expected to gain thorough knowledge of the project and exercise professional judgment in their development of a detailed scope of work that will deliver the project to construction. Since the project is federally funded with LTCAP funds, the project is therefore subject to all the provisions of the Caltrans LAPM. The Disadvantaged Business Enterprise (DBE) participation requirement for this contract is 23%. The consultant must meet the DBE goal by using DBE firms or provide documentation indicating a good faith effort was made to meet the contract goal. A completed Consultant Proposal DBE Commitment (Exhibit 10-O1) must be included in the proposal (see Attachment E) and a Consultant Contract DBE Commitment (Exhibit 10-O2) must later be provided by the selected consultant upon execution of the Agreement (please also see Attachment E). If the consultant cannot meet the DBE goal, good faith efforts must be documented by the consultant and approved by the local agency (see Exhibit 15-H DBE Information-Good Faith Efforts of the LAPM).
