The County of Sonoma, hereafter referred to as County, is soliciting bids from qualified firms able to provide leachate, wastewater, sludge, grit, debris and rags hauling and disposal services from various County operated landfills and sanitation plants to the sites designated by the County. The successful Contractor(s) shall provide hauling and disposal services for the locations as specified within this document and related scope of services. The invitation for bid is expected to result in an as-needed Blanket Purchase Order(s). The County is responsible for managing and reviewing Blanket Purchase Order (BPO) Agreements. The current BPO agreement for leachate, wastewater, sludge, grit, debris and rags hauling and disposal is at the end of its effective period and therefore a new solicitation is deemed necessary to allow for open competition and ensure the scope of services continues to meet the County's needs. Please be advised that the County does not guarantee any minimum or maximum amounts to be paid with any resulting contracts. Resulting contract(s) will be for as needed services, and subject to appropriation of funds. The price on the BPO(s) will stay firm and fixed for one (1) year. The County may cancel services at any location upon providing contractor 30 day written notice. The County reserves the right and intends to award multiple BPO Agreements to successful proposers for the term of one (1) year with the option to extend for four (4) additional one year periods. The County will exercise its option(s) to annually extend these service agreements automatically. Written answers will be shared with all potential bidders through an addendum on the County's Supplier Portal and email notification on August 26, 2024. Questions will not be answered by phone. The County may award by line item, combination of like items, total aggregate award or in any manner deemed to be in the best interest of the County. The County reserves the right to award to multiple providers. Successful bidders with be required to sign County's Blanket Purchase Order Agreement and maintain insurance as required in Exhibit D.
