Renovation of an educational facility in Portland, Oregon. Completed plans call for the renovation of a educational facility.

The Scope of Work ("Work") for the project is to update air handling units, as described in the Construction Documents package. For a complete scope of work and details, refer to the full Construction Documents package including drawings and specifications. Notice of Intent to Award September 11, 2024 Award Protest Period September 14, 2024 @ 5:00 PM local time Start Date September 17, 2024 Substantial Completion Date October 15, 2025, or ASAP Final Completion Date (Project Closeout) December 31, 2025, or ASAP The sample agreement attached to this ITB is subject to change by PSU. If there is a failure to enter into an agreement with the lowest responsive and responsible Bidder, PSU reserves the right to enter into an agreement with the next lowest responsive and responsible Bidder. Question Deadline 08/30/2024 at 5:00 PM PT Prospective Bidders must submit questions or requests for clarification or change via email to proposals@pdx.edu. Questions must be received by the deadline indicated in Section 1.5. Questions and requests for clarification or change that are timely received will be answered via addenda. Any changes to the ITB resulting from such questions will be made only via addenda to the ITB. Responses from Owner not contained in an official addendum to the solicitation will not be binding on Owner. The Remove and replace the existing supply fan, filter bank and chilled water and hot water coils in air handling unit #1 only. Provide new supply air fan wall assembly Provide new return air fan wall assembly Provide new filter rack in air handling unit Provide new chilled water and hot water coils in air handling unit Reconnect existing heating water piping and chilled water piping to new coils reconfigure air handler by cutting new opening through exterior wall of air handler and penthouse to provide relief air damper/louver Cut new opening in roof of air handler and penthouse to accommodate new outside air intake duct Seal roof weather tight around duct penetration to maintain roof warranty (roof was replaced in 2021 by Macdonald Wettle) Provide sheet metal partition in upper plenum of air handling unit to separate return air plenum from new relief air plenum. Relocate existing access door(s) in AHU as necessary to accommodate new configuration. Replace door hardware and gaskets with new for existing doors in air handling units. Provide new doors in air handling units to provide access to all sections, provide gasketing to minimize air leakage. Extend air handling unit as necessary to accommodate new coils, supply & return fan wall configuration, relief and outside air sections, filter bank, etc. Provide insulated reinforced galvanized steel panels, gasketed air tight. Replace all visibly damaged insulation inside air handling unit. Provide duct transitions from hot deck and cold deck coils to supply air distribution ducts. Provide new outside air, return, and relief dampers and actuators for air handling unit #1. Electrical subcontractor is to provide all new VFDs for supply and return fans associated with air handler #1. Electrical subcontractor is to provide all power requirements, Class 1 power wiring. Contractor to install all DDC devices and furnish applicable materials to do so, e.g. all low voltage wiring and any required class 1 power wiring. Provide all required building automation components, wiring, and graphics. Provide all building automation system graphics and programming. Mechanical contractor is responsible to coordinate controls installation with electrical subcontractor VFD installation. Contractor to provide air balancing at the air handler and at zone dual duct box level, not at the diffuser/grille level. Contractor to provide structural engineering analysis calculations for installed equipment and structural modifications as required for permit. The City of Portland has not been allowing structural engineering to be treated as a deferred submittal on recent mechanical projects. It should be assumed that structural engineering will need to be completed prior to obtaining the mechanical permit, and purchasing equipment. Provide all hazardous abatement requirements (reference PSU provided RFP documents.) Contractor to provide documented point-to-point controls check out. Contractor to provide support as required to complete commissioning. Contractor to provide mechanical commissioning of air handler #1 systems.
