All bids must be sealed and clearly marked on the outside of the submittal envelope with a minimum of the Contractor's name and address, project name, and the date and opening time. Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened. The project includes asphalt pavement rehabilitation at four separate locations in the City of Simpsonville. The project includes, but is not limited to, asphalt milling, asphalt base and surface, DGA, concrete curb repair, pavement markings, and channel repair, as reflected in the plans and specifications. Bids shall be accompanied by a cashier's or certified check in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company as a guarantee that the Bidder will enter into a contract. All questions related to the contract documents shall be directed to Dwight Clayton, PE at American Engineers, Inc. at dwight.claytonastvinc.com. All questions about the meaning or intent of the Contract Documents are to be directed to the Engineer. Interpretations or clarifications considered necessary by the Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by the Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations of clarifications will be without legal effect. The City of Simpsonville will evaluate all submitted bids and reserves the right to reject any or all bids, and to reject nonconforming, nonresponsive, or conditional bids. Bids must remain in effect for 60 days after the bid opening date.
