Reference Number 0000276538 Question Acceptance Deadline 2024/08/28 03:00:00 PM EDT Pricing Lump sum The University is interested in reducing the overall utility consumption on campus. The University is inviting proposals from qualified firms, to provide an Energy Manager to support the development of an energy program at the University of Windsor. The objective is to contract an Energy Manager to develop and implement programs and initiatives to reduce the University's energy consumption with an annual savings of at least 2000 MWh. This in turn will make the University more sustainable, reduce greenhouse gas emissions and potentially reduce the energy budget. The term of the contract, should one be developed, is planned to commence in September 16, 2024. This date may be subject to change at the discretion of the University. The University will provide an annual fixed fee budget for the Services to be provided. The scope of services to be provided by the Energy Manager includes: 1. Primary assessment - Review existing energy study reports and perform a high-level assessment, including a walk through audit of each major process area of each site, to identify energy saving opportunities and to identify which systems will require more detailed evaluations. 2. Develop maintenance practices and programs to enhance energy efficiency. Examples would include: reprogramming controls to shutdown equipment and lighting when not required, developing a checklist to ensure that all shutdown procedures are properly implemented and followed. 3. Energy saving opportunities and action plan - Identify, assess, prioritize and recommend to senior management energy-saving opportunity projects including both capital improvement projects and operational and maintenance changes. This will include the preparation of business cases to justify capital expenditures and the completion of applications to Save ON Energy, Enbridge Energy programs and to other programs to maximize funding available for energy-saving projects. 4. Project implementation and electrical energy savings - Coordinate the implementation of energy and GHG saving projects, including the planning, budgeting, and scheduling for the design, installation, commissioning, and verification of energy efficiency projects. 5. Measurement and verification strategy - Work with the University to develop a strategy for the measurement and verification of energy-saving and or GHG projects at a corporate level (i.e. not involved at project level). 6. Energy management behavior and business process improvements - Work to create and foster a sustainable energy management culture at the University's facilities and provide an avenue for employees and students to recognize and report issues and ideas regarding energy conservation and efficiency. 7. Employee and student awareness program - Implement an employee and student training and awareness program to promote energy conservation and communicate the energy efficiency programs undertaken. 8. Assistance with Energy projects Coordinate and assist with site inspections by the IESO or its successors from time to time of the various measures implemented at the sole discretion of the IESO or its successors as the case may be. Collect relevant information regarding additional electrical energy use (equipment purchases, schedule changes, occupancy changes or construction). 9. Assist in filing for Government Grants and incentives. 10. The Energy Manager may be required to participate in workshops, seminars and/or training programs, as directed by the IESO and or the University. 11. Reporting-Complete Quarterly Reports and an annual Energy Management Plan and document energy savings including GHG reductions. These should not be considered an exhaustive list of services to be employed to meet the objectives stated above. The University intends to hold comprehensive discussions with this RFP's Preferred Proponent during the initial kick-off meeting to clarify the full scope of services to be provided during this project.
