Site work and renovation of a mixed-use development in Plattsburgh, New York. Completed plans call for the renovation of a military facility; and for site work for a water / sewer project.

The Federal Aviation Administration (FAA) has a requirement Drainage improvements and replacement of the low voltage electrical service at PBG in Plattsburgh, NY. It is anticipated that a stand-alone contract with Firm Fixed-Price pricing arrangement will be awarded as a result of this solicitation. The NAICS code applicable to this requirement is 238210. The business size standard for this NAICS is $19 million. Contractors must be registered with the System for Award Management (SAM,) www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." The FAA reserves the right to review and verify each offerors program eligibility. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. All questions regarding the project/specifications must be received via email: Joel.e.Scottfaa.gov no later than 5:00 p.m. CST on 19 August 2024 to allow for responses to be provided prior to due date for receipt of proposals. AMS- 3.2.2.3-63 Site Visit (Construction) (July 2004) site visit will be held on 16 August 2024 at 0900 EST. Provide the name of attendees to the Contracting Officer prior to Site Visit. Attendees are required to perform a self-wellness check prior to arriving, masks are strongly encouraged, and social distance while on-site when possible. The meet up address is at 42 Airport Ln, Plattsburgh, NY 12903. Any responses received after the time specified may not be considered in accordance with AMS Provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response may be determined ineligible. Between $100,000 and $150,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. DESCRIPTION: The PBG (Plattsburgh, NY) MALSR (Medium Intensity Approach Lighting System) is a FAA site located on RWY 35 at Plattsburgh International Airport. The site includes an 8'x16' fiberglass equipment shelter supported by a concrete foundation, wood post service disconnect rack and a 50 kVA transformer on a concrete pad that was installed approximately 20 years ago. The site is experiencing poor drainage where there is standing water on the site and the existing disconnect rack has heaved. The site is in need of drainage improvements and to replace the low voltage electrical service. 2. FACILITY: The project is located at the following location: 1. FAA site at Plattsburgh International Airport (PBG), RWY 35 MALSR Shelter 2. GPS Coordinates: 4437'58.35"N, 727'33.64"W SCOPE OF WORK: 1. Perform a State of New York dig safe and a private ground penetrating radar survey at construction start. 2. Provide and install power from the secondary side of the on-site 50 kVA transformer to the MALSR shelter main disconnect which includes a new disconnect rack concrete pad, disconnect rack, electrical equipment, duct bank, conductors, grounding and lightning protection as shown in the contract drawings. 3. The MALSR is critical to the operation of the runway. The contractor must follow the phasing plan listed in sheet C001. The MALSR must remain operational throughout the project except for a minimized, scheduled cut over used to transfer from existing power to new. 4. Perform all electrical testing and terminations per the contract drawings. FAA will operate the equipment. The Contractor is responsible to coordinate with the utility to remove power to the transformer. Live electrical work is not permitted. 5. Remove and dispose of the existing wood post disconnect rack and associated electrical equipment after the cut over. 6. Remove the top 6 inches of compacted crusher run gravel and fabric in the approximate 30'x 40' gravel area. 7. Remove 3'wide section of the top 6 inches of soil and grass at the north side of the site along the entire 30' length. 8. Provide and install new 4-inch French drains as shown in sheet C002. New French drains must extend to the culvert/swale. 9. Restore the grass area disturbed by the French drain installation by hydroseeding with an airport approved grass seed mix. 10. Replace the 2 heaved bollards between the MALSR sheltlter and paved access road with 2 new bollards. 11. Provide and install new fabric and 6 inches of 3/4 " crushed stone throughout the gravel area and the 3' wide gravel extension area. 12. Provide and install new pressure treated landscape timber at the perimeter of the gravel and gravel extension area.
