CCTA is in the process of planning the Safety and Mobility of Arterial (Smart) Signals project (Project). The Project will develop, manage, and implement Intelligent Transportation Services (ITS) initiatives that will improve multimodal mobility, maximize highway and arterial system throughput, reduce environmental impact, and improve operational efficiency and safety throughout Contra Costa County (County). This Project also serves as a Transit Signal Priority (TSP), Emergency Vehicle Preemption (EVP), Center-to-Center and data communication infrastructure solution for the signal systems. This Project lays a foundation for Smart Cities initiatives which connect ITS to other Smart City Systems. CCTA is issuing this Request for Information (RFI) to assess the capabilities and limitations of commercially ready solutions for the Smart Signals System. This document includes information related to the RFI process and a Concept of Operations of the Project is attached for reference. In addition, this RFI seeks to assess the capabilities and limitations of commercially available traffic adaptive systems, and a Concept of Operations for a Coordinated Adaptive Traffic Signals (CATS) system is also attached for reference. Answers provided to the questions in Section 7 will help CCTA to: o Identify companies with commercially ready products necessary for a fully functional Smart Signals System, o Identify companies with commercially ready products necessary for a fully functional CATS system, o Identify companies with interest in this work, o Learn about sub systems required for the Smart Signals System and CATS and how they can be deployed in Contra Costa County, and o Identify the complexities of integration of these products with existing systems such as individual cities' traffic signal infrastructure and traffic signal systems and system integration with CCTA's central Transportation Management Center (TMC) using Center to Center communication.
