The LTMF consists of an engineered cell containing low-levels of uranium contaminated soil. 1.0 Introduction and Background Canadian Nuclear Laboratories Ltd. ("Cnl") is a Site Operating Company Owned by Canadian Nuclear Energy Alliance ("Cnea"), a Consortium Comprised of Ch2m Hill Canada Limited, Fluor Government Group Canada, Inc., Atkins Energy Canada Group Limited, and Snc-lavalin Inc. For a Fixed Term Pursuant to Contract Between Atomic Energy of Canada Limited ("Aecl") and Cnea. Cnea is Responsible for Managing and Operating Various Sites, Facilities, Assets, and Technologies for Aecl (Collectively, "Aecl Resources") Under a Government-owned/contractor-operated, or "Goco", Arrangement; 2.0 Purpose of the Rfp (a) the Principal Objectives of This Rfp Are to: I. Solicit Proposals From Qualified Proponents to Enter Negotiations With Cnl to Perform the Work as Set-out in Part 2 Scope of Work (Collectively, the "Proposals" and Individually, a "Proposal") for Consideration by Cnl, in Its Sole and Absolute Discretion, and Without Cnl Being Obligated or Bound in Any Manner to Any Proponent of Such Proposals or Prospective Proponent; and Ii. To Permit Cnl, at Its Option, to Select, in Its Sole and Absolute Discretion, One or More Proponent(S) (Each, a "Negotiation Proponent") to Negotiate With Cnl to Ultimately Execute an Agreement (the "Contract") With a Successful Proponent (the "Selected Proponent"), Such Contract to Be Based Upon the Form of Contract Found at Part 4 and the Representations Made by the Selected Proponent in Its Proposal. For Clarity, Award of the Rfp is the Selection of Up to Four (4) Proponents to Be Negotiation Proponents for the Negotiation of a Contract.
