This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ). Submission of written quotes will only be accepted via email. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. This procurement is set aside for 100% Small Business. The associated NAICS code is 238160 - Roofing Contractors with a small business size standard of $19 million. This requirement is for repairs and preventative maintenance on a Derbigum Performance Roof System located at the U.S. Department of Energy, Office of Scientific and Technical Information facility in accordance with the attached Statement of Work (Attachment 1). The applicable Davis-Bacon Act (DBA) Wage Grade Determinations for this project can be found in Attachment 2. Potential contractors must attend a site visit in order to view the equipment and location where the repairs will occur. The site visit is scheduled for scheduled for Wednesday, 8/28/2024, at 10:00 a.m. EST. Please contact the government POC listed below to arrange entry to the facility for the site visit. All visitors must be a U.S. Citizen and possess a picture ID. Period of Performance: The period of performance shall be coordinated with the project manager within the time frame allotted. Evaluation: FAR 52.212-2 Evaluation - Commercial Items (completed as follows): The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. This solicitation will result in a firm-fixed price purchase order pursuant to the terms and conditions below. Quotes should include separate line items for the parts and labor.
