The City of Norfolk ("City") is accepting proposals for a Contractor to provide a needs assessment and strategic plan for the City's Department of Parks & Recreation ("NPR") to determine recreation center needs and feasibility for the east side of the City, as well as a facility and programming needs assessment for the Berkley Community Center and amenities. Purpose: The City of Norfolk ("City") is accepting proposals for a Contractor to provide a needs assessment and strategic plan for the City's Department of Parks & Recreation ("NPR") to determine recreation center needs and feasibility for the east side of the City, as well as a facility and programming needs assessment for the Berkley Community Center and amenities. Scope of Services: The objective of these studies is to help determine what the current and future recreation center needs will be for the east side of the City and Berkley Community Center. For the East Side Recreation Center Feasibility Study: the study shall investigate and develop a facility needs assessment, with and without the implementation of an east side recreation center, which will include site selection/identification and space programming for a future recreation center. The study shall include an analysis of whether and how a recreation center on the east side of the City may improve and/or change level of services currently provided; how it will compete with other nearby local venues and recreation resources; what the main purpose of the center should concentrate on to make it a valuable community resource; how it would further the mission and vision of NPR; what additional resources would be required to ensure a successful implementation; as well as what the impact of establishing and operating the center would be to NPR and the City. For the Berkley Community Center Needs Assessment: the study shall investigate and develop a facility and programming needs assessment which will provide recommendations for improving the current Berkley Community Center and surrounding buildings and amenities, including the Sally Anthony House, George Banks Center, and former Berkley Pool site. The study shall include recommendations for a new water amenity to be installed at the former Berkley Pool site. For each of these services, the Contractor shall review NPR's history and data pertaining to operating budget, revenue generation, capital development budget, parks, recreation, facilities, natural resources, programming, human resources, administrative systems, service delivery. The studies shall identify best practices in the field, identify new trends and opportunities that align with National Recreation and Park Association's Three Pillars, ensure the recreation center plans are compatible with NPR's 2022 Master Plan, and incorporate public input through community engagement. This review shall include the findings from the 2022 Master Plan, as well as other plans associated with national accreditation, the City, and the region, to ensure NPR's purpose, vision, mission, goals, and objectives are compatible with the direction of the potential new recreation center. Offerors are responsible for seeking clarifications of any ambiguity, conflict, omission, or other errors in this RFP in writing. Questions shall be submitted through electronically. If the answer materially affects this RFP, the information will be incorporated into an Addendum and posted electronically. Oral comments and/or instructions do not form a part of this RFP. Changes or modifications to this RFP made prior to the date and time of closing will be addressed by Addendum from the Issuing Office. All questions shall be submitted. Questions received after that time will not be considered. The answers to questions submitted will be provided in an addendum. Work under this Agreement will commence on the date of the execution of the Agreement by the City. All work must be completed no later than one (1) year following the commencement date. No work will be deemed complete until it is accepted by the City. Award: The award of a contract(s) shall be at the sole discretion of the City. Award(s) will be made to the Offeror(s) whose proposal is determined to be most advantageous to the City, taking into consideration the evaluation factors set forth in this RFP. The City reserves the right to cancel the solicitation and to waive informalities. The City also reserves the right to enter into any contract deemed to be in its best interest, including the award of a contract to more than one offeror. Offerors shall submit proposals, in accordance with the RFP requirements and maintain compliance with all federal, state and local laws and regulations. The City further reserves the right to make award(s) based on initial proposals submitted without further discussion of the proposals or deliberation. Therefore, the proposals should be submitted initially on the most favorable terms that the offerors can propose with respect to both price and technical capability. The contents of the proposal(s) of the selected offeror(s), as negotiated, will be incorporated and made a part of any City contractual obligation when the award(s) is made. Proposals will be initially evaluated on the basis of the written material provided, with clarifications requested as needed by the Office of the Purchasing Agent. The method of Contractor Selection has not been Determined at this time.
