ODNR is seeking professional design and construction administration services for improvements at the Jesse Owens Miners Memorial Park. The Ohio Department of Natural Resources (ODNR) through the Division of Parks and Watercraft is responsible for the management of Jesse Owens State Park located at 4470 State Route 78, McConnelsville, OH 43756 in Nobile County. In 1961, the Ohio Power Company (now AEP) entered into a cooperative agreement with the Ohio Department of Natural Resources on some of their reclaimed lands. This agreement allowed public access to the property. As land was mined and reclaimed, it would be added into the agreement. Ultimately, nearly 60,000 acres called the ReCreation Lands were opened for free public recreation. For decades, this agreement remained in place, and the park has been open for public use. ODNR is revitalizing the Jesse Owens Miners Memorial Park. The current restroom needs replacement due to its age and condition: 1. Replacement of existing restroom with a flush facility, including site utilities such as tying into existing water line and installation of on-site sanitary system. 2. Reprogramming and renovations of the existing park area into a welcome center layout incorporating the Miner theme concept. All regulatory and environmental regulations and permitting will be the responsibility of the A/E selected for this project. Archaeological assessments may be required depending on property type and location. This project is to be completed in concurrence with the Clean Air Act and Federal Water Pollution Control Act. All selected A/E firms will be required to execute a Byrd Anti-Lobbying Certification. ODNR anticipates this project to be completed in phases. It is expected that the selected design firm will develop, in coordination with the Owner, a phased construction plan that will focus on obtaining the maximum portion of the scope that can feasibly be completed by October of 2026. Remaining scope will be completed within the total project duration noted below.
