The City of New Richmond has a Supervisory Control and Data Acquisition (SCADA) system that has an integral role in controlling and monitoring their Water and Wastewater infrastructure throughout the City. The master PLC is located at the Wastewater Treatment Plant (WWTP) located at 636 Doar Dr. The current SCADA system uses Wonderware HMI software. The Wastewater infrastructure consists of the WWTP along with 19 lift stations. The Water infrastructure currently consists of 5 wells, 2 water towers, and 2 booster stations. It is anticipated that the City will also be adding an additional water tower, booster station, and pressure relief station to this system in 2026. Contractor shall provide all required Personal Protective Equipment worn by persons working on site (in accordance with the ANSI standards). The purpose of this Request for Bid (RFB) is to solicit proposals from various organizations, conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who best fulfills the needs of the City of New Richmond. The City of New Richmond reserves the right to modify and waive any and all informalities or technicalities, or to reject any and all bids and/or parts thereof, and to accept that bid which it deems most favorable for the City. All costs included in bids must be all-inclusive to include any outsourced or contracted work. Any bids which call for outsourcing or contracting work must include a name and description of the organizations being contracted. Copy of contractor's liability insurance shall be included in bid proposal. All costs must be itemized to include an explanation of all fees and costs. The City of New Richmond is formally requesting proposals from qualified solutions providers with expertise in wireless radio communication specifically designed for SCADA communications. 1. Remove 12 existing GE MDS iNET-II 900 radios at identified sites 2. Configure and install 12 new Ethernet radios at identified sites utilizing existing frequencies and antenna infrastructure. 3. Install migration switch to communicate with GE MDS iNET-II radio at Tower #2. 4. Install Surge Protection device at each site 5. Equipment manufacturer's standard product warranty shall be identified. Any extended warranty or service work should be listed as an option. Non-disclosure of the data contained within a proposal cannot be guaranteed because of Public Records Laws. If for any reason, the firm selected shall fail to fulfill the obligations agreed to in a timely manner, the City shall have the right to terminate the contract by specifying the date of termination in a written notice to the firm at least (7) days before the termination date. In this event, the firm shall be entitled to just and equitable compensation for the work satisfactorily completed. The City reserves the right to reject any or all proposals, to waive technicalities, or to accept the proposal deemed to serve the City's best interest.
