The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a term contract through competitive negotiation for professional Architectural and Engineering Services to provide planning, facilitation, design, and construction administration services for Scott County Public Schools. The goal of this RFP is to contract with Architectural/Engineering (A/E) firms who will expediently provide services for projects up to $10,000,000, reducing RFP development/ implementation costs and increasing efficiency in the engagement of professional services. Scott County Public Schools reserves the right to select multiple firms to provide Architectural/Engineering Services on an "as needed" basis pursuant to task orders issued during the contract term Period of Contract: For ONE (1) Year from the Date of Award with the Option for FOUR (4) Additional ONE (1) Year Renewals. Scott County Public Schools reserves the right, at its sole discretion, to issue RFPs for similar work, for other disciplines or types of work, and other projects as the need may occur. Scott County Public Schools also reserves the right to issue Task Orders to any A/E firms under term contract at its sole discretion, based on A/E qualifications, expertise, current workload, capabilities, performance record, location or distance to the project, and other factors determined by Scott County Public Schools to be relevant to a specific project. All service orders are based on need, so although the potential exists for multiple Task Orders, Scott County Public Schools does not guarantee that an A/E will receive Task Orders during the contracted term. CANCELLATION OF CONTRACT: Scott County Public Schools may terminate any agreement resulting from this solicitation at any time, for any reason or for no reason, upon thirty days' advance written notice to the Contractor. In the event of such termination the Contractor shall be compensated for services and work performed prior to termination. AUTHORITY TO TRANSACT BUSINESS: Pursuant to Virginia Code 2.2-4311.2 and in accordance with Title 13.1, Title 50, or as otherwise required by law, a contractor organized as a stock or nonstock corporation, limited liability company, business trust, or limited partnership or registered as a registered limited liability partnership shall be authorized by the State Corporation Commission to transact business in the Commonwealth as a domestic or foreign business entity and shall maintain registration as current through the life of the awarded contract. NON-DISCRIMINATION: By submitting their bids or proposals, offerors certify to Scott County Public Schools that they will conform to the provisions of the Federal Civil Rights Act of 1964, as amended, as well as the Virginia Fair Employment Contracting Act of 1975, as amended, where applicable, the Virginias with Disabilities Act, the Americans with Disabilities Act and Virginia Code 2.2-4311. If the award is made to a faith-based organization, the organization shall not discriminate against any recipient of goods, services, or disbursements made pursuant to the contract on the basis of the recipients religion, religious belief, refusal to participate in a religious practice, or on the basis of race, age, color, gender or national origin and shall be subject to the same rules as other organizations that contract with public bodies to account for the use of the funds provided; however, if the faith-based organization segregates public funds into separate accounts, only the accounts and programs funded with public funds shall be subject to audit by the public body.
