for: FAIRVIEW AVENUE, SECTION 3, 2024 ROAD PROGRAM AND 2024 CDBG PROGRAM BOROUGH OF WESTWOOD BERGEN COUNTY, NEW JERSEY The work to be performed under this contract includes the following: Base Bid 1- The milling and resurfacing of Fairview Avenue from Irvington Street to Jefferson Avenue including the reconstruction of all non-compliant ADA curb ramps and minor drainage improvements. Base Bid 2- The milling and resurfacing of Steuben Avenue from Lafayette Avenue to Harding Avenue, Park Avenue from 4th Avenue to 3rd Avenue, Williams Street, Lincoln Avenue from Steuben Avenue to Lafayette Avenue, Pleasant Avenue from Palisades Avenue to Westwood Boulevard, Tillman Street from Old Hook Road to Bergenline Avenue, Charles Street, Lake Street from Kinderkamack Road to Broadway and Second Avenue from Mill Street to the terminus including the reconstruction of all non-compliant ADA curb ramps on all street segments. Base Bid 3- The milling and resurfacing of Kingsberry Avenue from approximately 100' west of Brookline Avenue to Kinderkamack Road and Brookline Avenue including new curb, driveway aprons and spot sidewalk replacement. Also included is the reconstruction of all non-compliant ADA curb ramps. Alternate Bid A- The milling and resurfacing of a portion of the municipal parking lot located at 550 4th Avenue. Alternate Bid B- Spot curb, sidewalk and driveway replacement along Fairview Avenue from Irvington Street to Jefferson Avenue. Alternate Bid C- The sawing and sealing of joints in the hot mix asphalt overlay along Fairview Avenue from Irvington Street to Jefferson Avenue. Concrete Driveway, 6" Thick . 1,950 L.F. 9" X 18" Concrete Vertical Curb Alternate Bid A- . 5,640 S.Y. HMA Milling, 3" Or Less . 750 TON Hot Mix Asphalt 9.5M64 Surface Course Alternate Bid B- . 75 S.Y. Concrete Sidewalk, 4" Thick . 160 L.F. 9" X 18" Concrete Vertical Curb . 110 S.Y. Concrete Driveway, 6" Thick Alternate Bid C- . 5,310 L.F. Sawing and Sealing Joints in Hot Mix Asphalt Overlay The work contemplated under this Contract shall be completed within 120 calendar days of notice to proceed. Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured . The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships and limited liability companies must comply with N.J.S.A. 52:25-24.2, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the FAIRVIEW AVENUE, SECTION 3, 2024 ROAD PROGRAM AND 2024 CDBG PROGRAM. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBW-WBE-DBE must be undertaken as part of the open completion process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee and its contractors and subcontractors - are, therefore, required to provide the maximum practicable opportunity of MBW-WBE-DBE's to participate in the procurement process. Please reference the NJ Selective Assistance Vendor Information database for monthly/quarterly updated lists which identifies certified registered businesses as M/W/BE at: state.nj.us/njbusiness/contracting/services/njsavi and DBE with the NJ Small Business Administration at: njucp.net. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor and Federal Department of Labor (Davis-Bacon Act). Unless otherwise permitted by N.J.S.A. 40A:11-23.3, all bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days in accordance with N.J.S.A. 40A:11-24. The Owner and Bidder may agree to hold bids for consideration for a longer period of time, in accordance with N.J.S.A. 40A:11-24. The Owner reserves the right to reject bids pursuant to N.J.S.A. 40A:11-13.2, N.J.A.C. 7:22-9.10, or other applicable law; to waive minor informalities or non-material exceptions in the bids received and to accept the bid from the lowest responsible bidder, as per N.J.S.A. 40A: 11-1, et seq.
