The Ohio Department of Natural Resources (ODNR), through the Divisions of Parks & Watercraft is responsible for the management of Visitor Centers, Nature Centers, and Camp Store located at various state facilities. The wooded hills and scenic valleys surrounding Dillon State Park in east central Ohio offer a picturesque setting for outdoor adventure. The area's history is tied to the story of transportation in Ohio. Water still draws visitors as the large lake offers unlimited horsepower boating, a marina, and several boat ramps. Other Park activities include hiking, camping, horseback riding, fishing, mountain biking, stargazing, and sledding. Professional design services are being requested to provide design and construction stage services for improvements that will enhance the visitor experience. The selected firm will utilize current master plan information to design and construct prioritized visitor enhancement projects such as a splash pad, pickleball courts, playgrounds, trail system expansion, and improved flush restroom facilities. An emphasis on inclusive design and sustainability is a priority. ODNR anticipates this project to be completed in phases. It is expected that the selected design firm will develop, in coordination with the Owner, a phased construction plan that will focus on obtaining the maximum portion of the scope that can feasibly be completed by October of 2026. Remaining scope will be completed within the total project duration noted below. B. Scope of Services The development of a complete Program of Requirements (POR) will also be included as part of the Professional Design as an Additional Service. This POR development will include review and validation of the ODNR Master Plan / Assessment Report, to define/refine the anticipated programmatic scope based on work already completed in prior projects. The POR effort should also accomplish a project scope that is prioritized to align with the project budget. Evaluation of the project construction schedule will also be a part of the POR stage. For projects advertised with an appropriately developed Program of Requirements ("POR"), upon award of the Agreement, commence with Design. For projects without such a POR, upon award of the Agreement, commence by developing the Program of Requirements. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth& Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.
