The Project consists of replacement of two (2) sludge dewatering conveyance system along with other improvements. In the event of any inconsistencies between this advertisement, as published, and the bid documentation, the bid documentation shall control. Bids will be received for a single prime Contract. Bids shall be on a lump sum as indicated in the Bid Form. Bidders are required to comply with the requirements of P.L. 1975, c.127. Bidders are required to comply with the requirements of N.J.S.A. 10;5-31 et seq. and N.J.A.C. 17:27 et seq. Bidders are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.25 et seq,), New Jersey State Prevailing Wage Act, where applicable. Proposals are being solicited through a "Fair And Open Process" in accordance with N.J.S.A 19:44A-20.4, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Bidders are advised that this Contract is funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure financing programs and the successful bidder must comply with the provisions of N.J.A.C. 7:22-9 for the participation of small business enterprises owned and controlled by Socially and Economically Disadvantaged (SED) individuals. Bidders are advised the SED goal for this project is twelve percent (12%). The Successful Bidder and Subcontractors shall hold or obtain any such licenses as required by State Statutes, and Federal and local Laws and Regulations required to lawfully complete the work described in these contract documents. A Bid must be accompanied by Bid security made payable to Owner in an amount of ten (10) percent of Bidder's Bid price, but not in excess of $20,000, and in the form of a certified check or bank money order or a Bid Bond (on the form attached) issued by a surety meeting the requirements of Paragraphs 5.01 and 5.02 of the General Conditions and authorized to do business in the State of New Jersey. In addition, Bid must be accompanied by a consent of surety consistent with N.J.S.A. 40A: 11-22 and 2A:44-143 et seq.
