The work will be assigned by Pierce County using purchase orders, addressing the scope of work and the required time of completion, and will be based upon a specific written quote from the Contractor for each jobritten quote must be received and approved prior to any work being done. Work shall be performed in accordance with national, state, and local codes. 2.2. DETAIL SCOPE Pickup and Delivery Location: The successful bidder shall provide pickup service to Pierce County Sewer and Traffic Operations Facility. 9200 - 122nd St. E., Puyallup WA 98373. Coordination: The Traffic Sign Supervisor will coordinate pickups and deliveries. Transportation Costs: The Contractor shall be responsible for all costs related to the transportation of the signs. Pickup shall be included in the sq. ft. cost for Bid item #1. Loading and Packaging Forklift Availability: The County will have a forklift available for loading and unloading pallets. Packaging: Signs to be considered for hydro-stripping will be packaged by the County in contractor-provided caged pallets The contractor will palletize outsized signs considered for hydro-stripping that do not fit within the cage Other signs designated for scrap will be palletized and banded for pickup by the successful bidder Hydro-Stripping and Recycling Damage Assessment: Signs unsuitable for hydro-stripping due to excessive damage, as determined by the contractor, will be recycled. Scrap Credit: Signs designated as scrap/recycle shall be paid back to the County, by a credit memo or invoice credit line (scrap credit) at a minimum of 50% of the current market rate and based on weight. Return of Stripped Signs: The hydro-stripped signs must be dried before being palletized, banded, and wrapped. The County will have personnel available with a forklift to unload signs at a pre-arranged time. Hydro-Stripping Process Water Pressure: Sheeting/face material from signs shall be hydro-stripped using a minimum of 40,000 psi water pressure. Sticker and Graffiti Removal: The Contractor shall remove stickers and graffiti from the backs of the signs during the hydro-stripping process. Minor Repairs: The Contractor shall remove small dings and dents, at the costs outlined in bid item #2. The Contractor shall contact the County if over 10% of the signs submitted for hydro-stripping require ding and dent removal. Integrity Testing: The successful bidder will ensure that the hydro-stripping process does not affect the integrity of the aluminum. Signs shall be randomly tested by the Contractor and adherence to the following tolerances will be confirmed by the County: Original Nominal Thickness (inches) Minimum Finished Thickness 0.125 0.115 0.100 0.095 0.080 0.075 Environment Conservation Water Usage: To maximize the aspects of environmental conservation, the Contractor shall use only water in the hydro-stripping process. No chemicals of any kind shall be used. The water used must be captured, filtered, and re-used in the hydro-stripping process. Finished Product Quality: Finished signs shall be free of rough edges, burs, and other defects that would prevent the application of new-facing material. Itemized Invoice: The successful bidder shall provide an itemized invoice showing every sign, by size, that is in the return shipment. Scrap credit shall be shown as a total weight of all scrapped signs with associated credit. Return: The successful bidder shall ensure the County receives their own signs back, and the signs are never mixed with other municipalities' signs.
