Demolition, site work, paving and outdoor lighting for a mixed-use development in Oak Island, North Carolina. Completed plans call for the demolition of a transportation facility; for site work for a transportation facility; for outdoor lighting for a transportation facility; for paving for a transportation facility; water / sewer project; water / sewer project; and transportation facility.
The project shall consist of furnishing all labor, materials, and equipment and performing all work required to satisfactorily complete the WEST SIDE HANGAR TAXILANES project. Items of work include clearing and grubbing; fencing; erosion and sediment control; earthwork; pavement milling and demolition; aggregate placement; drainage pipe and structure demolition and installation; water and sanitary sewer utilities; airfield lighting, asphaltic paving; pavement marking; and sodding, seeding, and mulching. An Add Alternate is included in this project to construct new 8-unit and 10-unit T-hangars and associated electrical infrastructure. All questions about the meaning or intent of the Contract Documents shall be submitted and directed to Talbert & Bright in writing, by e-mail (rfender@tbiilm.com) or by fax at (910) 762-6281, Attention: Randy Fender; proper reference to this Request for Bids is required. The deadline for submitting questions is 5:00 pm on Thursday, September 26 th , 2024. Questions received after the cutoff date will not be answered. Replies, when considered necessary by the Owner, will be issued in writing by Addenda, mailed or delivered to all parties recorded by the Owner as having received the Bidding Documents. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Addenda may also be issued to modify the Bidding Documents as deemed advisable by the Owner. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve Bidder from any obligation under this Bid as submitted. Any subsequent addenda will only be issued directly to Construct Connect and to Talbert & Bright, Inc. registered plan holders. Each bid must be accompanied by a Bid Bond, a deposit of cash or by a certified check payable to Brunswick County Airport Commission, and drawn on some bank or trust company authorized to do business in the State of North Carolina, for an amount equal to 5% of the total base bid, as a guarantee that if the bid is accepted, the required Contract will be executed and the required Performance Bond and Payment Bond furnished within fifteen (15) days after receipt of written notice of formal award of Contract. IMPORTANT NOTICE TO BIDDERS: Each bidder for this project shall be registered as a prequalified bidder with the NCDOT at the time of bid opening. All subcontractors for the project should be registered as a pre-qualified subcontractor with the NCDOT at the beginning of the project. The proposed Contract for this project is subject to the Disadvantaged Business Enterprise Program Bid Conditions contained in Appendix 'C' and to the Federal Contract Provision Requirements contained in Appendix 'D' of the Contract Documents. Prospective bidders should read the instructions for preparing bids in Section 20 of the project specifications carefully before submitting their bids. Envelopes containing proposals must be sealed, addressed to Mr. Howie Franklin, Airport Manager, Cape Fear Regional Jetport, 4015 Airport Road, Oak Island, NC 28461 and marked on the envelope as follows: "PROPOSAL FOR WEST SIDE HANGAR TAXILANES" SPECIAL NOTE: The Brunswick County Airport Commission in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award. The requirements of 49 CFR part 26 apply to this contract. It is the policy of the Brunswick County Airport Commission to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership. The Brunswick County Airport Commission hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, that the bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 5.0% (Combined Goal) of the dollar value of the prime contract for each project or schedule of work to Disadvantaged Business Enterprises (DBE). Only firms certified as an DBE by the NCDOT Unified Certification Program may be applied to the goal. In the event that the bidder for this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. Individuals who are rebuttably presumed to be socially and economically disadvantaged include women, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. The apparent successful competitor will be required to submit with the bid information concerning the DBEs that will participate in this contract. The information will include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered nonresponsive. All proposals shall be prepared on the basis of the Minimum Wage Rates as established by the Secretary of Labor and as included in Appendix 'D' of these specifications. It is the intent of Brunswick County Airport Commission to award either Bid Schedules 1 and 2 or Bid Schedules 1 and 3 with Add Alternate No. 1 and the Bid Alternates; however, the award of this contract is contingent upon the availability of Federal, State, and Local funds. The Brunswick County Airport Commission reserves the right to reject any or all proposals.
