Montgomery County Environmental Services (MCES) is requesting Statement of Qualifications from Qualified Engineering Firms to provide Professional Consulting Services for Montgomery County Regional Water Supply and Treatment - Western Wellfield Development. Montgomery County Environmental Services (MCES) is requesting Statement of Qualifications from Qualified Engineering Firms for the subject matter project. MCES is seeking professional consulting services to perform a hydrogeological investigation for MCES' Western Wellfield, prepare detailed construction plans and supplemental specifications, develop a Wellhead Protection Plan, perform bidding services, and consultation during construction. This office openly invites firms to submit qualification statements for consideration and potential selection. To assist Consulting Professionals in developing detailed submissions, the relevant Evaluation Form for Professional Consulting Services has been included at the end of EXHIBIT A: SCOPE OF WORK for reference. Detailed qualification statements shall fully illustrate the firm's understanding of the project, define their approach, and clearly illustrate their ability to perform the work. A detailed task breakdown shall be submitted that provides estimated labor hours per position for each task. The Prime Firm (defined as the firm submitting the qualifications statement) is required to perform a minimum of 50 percent of the work based on cost. Each respondent shall clearly define the proposed Project Manager. Selection of professional consulting services for this project shall be undertaken in accordance with the Ohio Revised Code. As such, Montgomery County may elect to interview short listed firms. Should Montgomery County elect to proceed immediately to selection without conducting interviews, proposers shall be promptly notified. Montgomery County expects to use its standard Agreement Form. MCES is seeking consulting services to: 1. Perform a hydrogeological investigation for MCES' Western Wellfield 2. Prepare detailed construction plans and supplemental specifications for the development of the Western Wellfield as a potable water source 3. Develop a Wellhead Protection Plan 4. Bidding services 5. Consultation during construction Please be advised that the County's legal advisor has informed us that all materials submitted with qualification statements are considered public documents once the Montgomery County Board of County Commissioners passes a Resolution authorizing an Agreement for Consulting Services with the recommended firm. MCES purchases treated water from the City of Dayton for distribution to customers in the northern and southern portions of Montgomery County, Ohio. The southern portion comprises the Greater Moraine Water System (GMWS). MCES is seeking to develop its Western Wellfield (WWF) as a potable water source for the GMWS. MCES is updating the GMWS demands to reflect current billing data and customer usage changes. This data including future demand projections shall be provided to the Consultant. MCES reserves the right to terminate Consultant services at the completion of Phase I - Hydrogeological Investigation. Notice of termination shall be sent to the Consultant in writing no more than 30 business days following the completion of Phase I as determined in the initial project schedule prepared during Subtask: 1.2 Project Work Schedule. A contract shall be executed for Phase I and amended for Phase II, if so desired by MCES. The Consultant shall schedule and facilitate a workshop to review the draft Report with MCES. The Consultant shall revise the draft Report for comments and resubmit to MCES for review and approval. The Consultant shall submit a final Report to MCES for review and approval. The method of Contractor Selection has not been Determined at this time.
