The City of Hayward is currently in the design phase for a large plant upgrade that will incorporate nutrient removal infrastructure to comply with upcoming regulatory requirements limiting discharge of nutrients to the San Francisco Bay. The Phase II Improvements Project will include a new biological nutrient removal (BNR) process, a new final clarifier, a new grit removal facility, rehabilitation of the two existing final clarifiers, demolition of the existing west trickling filter, and related ancillary facilities including pump stations, new aeration blower facilities, new process piping, and electrical infrastructure to support the new facilities. As part of the project, two new medium-voltage transformers along with medium voltage circuit interrupter switches are required. Because of the anticipated lead time anticipated for this specialty electrical equipment, and the critical nature of the equipment, the City desires to begin the procurement process in advance of the start of the Phase II Project. Upon award of the Phase II Project, the City intends to assign the contract to the successful bidder under an assignment and novation agreement. Notice of Award (Tenative):September 26, 2024 The successful Proposer, simultaneously with the execution of the agreement, shall furnish a supply bond in the amount of 100% of the contract price. The bonds shall be secured from a surety company issued by a corporation duly and legally licensed to transact business in the State of California and approved by the City. Time shall be of the essence of the Agreement. Should the Supplier fail to complete this contract, and the work provided herein within the times fixed for such completion, the Supplier shall become liable to the City for all loss and damage which the latter may suffer on account thereof. The City reserves the right to reject any and all proposals, to contract work with whomever and in whatever manner the City decides, to abandon the work entirely and to waive any informality or non-substantive irregularity as the interest of the City may require and to be the sole judge of selection process. C. The Work consists of supply of the following equipment in accordance with the drawings and specifications: 1. Medium-voltage Transformers TFR33940 and TFR33950. 2. Medium-voltage Switches MVS33941 and MVS33951. D. The Work also includes the following: 1. Preparation, delivery, and acceptance of submittals in accordance with Section 01 33 00. 2. Delivery, storage, and handling of equipment in accordance with Section 01 66 00 and in coordination with the installing contractor. 3. Design and supply of equipment anchorage in accordance with Section 01 73 24. 4. Providing operation and maintenance data in accordance with Section 01 78 23. 5. Providing warranties and bonds in accordance with Section 01 78 36. 6. Conducting demonstration and training in accordance with Section 01 79 00.
