FS010464-03 Scope of Work: Construction of new facilities and major site renovations throughout the park and campground, which generally, includes the following: Day Use Facilities Demolition of Exiting Facilities and Structures: Existing Facilities - 1 Gate Building; 1 Restroom (Beach); Wood Decking Install: Parking and Access; Restrooms - 3; Gate House - 1; Rentals Building - 1; Pavilions - 6 Playground; Trail Head; Gates and Fencing; Communications and Internet; Lighting New Utilities (water, sewer, electric, communications); Beach Area Improvement; Grading & Drainage; Various Site Furnishings; Piers - Repairs as needed - 2 Additive Alternate Area: (Pavilions 2 w/concrete and utilities) Campgrounds Demolition of Exiting Facilities and Structures: Existing Bathhouses, Pavilions, Decks, Stairs, etc. Install: Bathhouse - 8; Laundry Building - 1; RV Units - 60; Tent Units - 7; New Cabins-5; New Semipermanent Furnished Tent Sites - 6; Hardscape (Flatwork, Decking, Stairs, Retaining Walls); Access; Gates and Fencing; Grading & Drainage; Updated Utilities (water, sewer, electric, communications); Various Site Furnishings The Owner requires the Project to be completed in 300 calendar days from the notice to proceed. Bidders shall pre-qualify for this project. Prequalification proposals for General Contractors will be received by the Landscape Architect at the office of WAS Design Inc., 256 Wacker Lane N. Mobile, Alabama 36608, until 2:00 PM CST, Wednesday, October 9th, 2024. Prequalification forms and criteria shall be obtained from the Landscape Architect by email request to ctoland@was-design.com. No verbal requests will be accepted. All approved bidders will be notified by the close of business, Friday, October 11th , 2024. A cashier's check or bid bond payable to Alabama State Parks in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. This project is to be bid as a single phase lump sum project with one additive alternate. This project consists of two discrete phases segregated by funding source. The phases will happen in concert and will be constructed as a single continuous project. One phase will have added administrative reporting due to funding source requirements. There will be a single Project Manager for chain of custody controls and is identified below. The Project is made up of two phases one of which consists of underground utility improvements associated with fresh water supply and an improved sanitary system. This phase is funded by American Rescue Plan Act (ARPA) funds. This phase requires specific administrative reporting and as such has been segregated from the rest of the project for tracking and reporting purposes. The other phase is a traditionally State funded lump sum construction project. The Project Manual and Project Construction Drawings have two segregated sections giving clear division of responsibilities for each of the phases The forecast construction budget for the bid portion for this project is anticipated at $12 to $15 million. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
