Pavement Management System (PMS) Survey Update for City Streets Perform Pavement condition survey of Arterials, Urban Minor Arterials, and Collector streets. The City of Stockton is soliciting proposals from qualified professional engineering firms to survey the City's current street conditions. A selection committee will comprehensively rank firms base on, but not limited to, proposal qualifications, references, and other relevant information. Interviews may be conducted with the top three to five ranking consultants. Contract negotiations will begin with the highest-ranking firm. Pending successful negotiations, the Consultant will enter into a Professional Service Contract with the City of Stockton. A contract will be awarded to the proposer who best meets the needs of the City, provided, however, that the City Council reserves the right to reject any and all proposals and to re-advertise for proposals or to provide for the work to be done by the City of Stockton.
