The City of St. Petersburg ("City") is soliciting proposals from qualified firms to provide for asbestos, phase I and phase II environmental site assessment ("ESA"), indoor air quality ("IAQ") and Lead-Based Paint ("LBP") Inspection, Risk Assessment and Clearance Exam consulting services. Contractor shall provide all labor, materials, supervision, tools, equipment, and vehicles necessary for consulting services as required in accordance with ASTM standards, applicable Florida Statutes ("F.S.") including, F.S. 455 Regulation of Professions and Occupations and F.S. 469 Asbestos Abatement, Community Development Block Grant provisions as applicable, and all other applicable laws, codes and regulations. The primary purpose is to obtain asbestos testing and environmental consulting services as required to support city operations involving the purchase, renovation, and demolition of structures, vacant land and existing facilities (collectively "Properties"). Additionally, Contractor shall provide lab testing to provide lead testing services in accordance with U.S. Environmental Protection Agency ("EPA") 40 CFR Part 745, HUD 24 CFR Part 35, HUD's Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing ("Guidelines"), U.S. Department of Labor Occupational Safety and Health Administration ("OSHA"), and all other applicable laws, codes and regulations (collectively "Laws"), as amended. Contractor's services shall include but are not limited to surveys, providing recommendations, cost estimates, conducting pre-proposal meetings, preparing solicitation documents and specifications, developing Operations and Maintenance ("O&M") manuals, project monitoring, and other related consulting services as requested by the City.
