Site work, paving, outdoor lighting and new construction of a mixed-use development in Seagoville, Texas. Working plans call for the construction of a playground / park / athletic field; for site work for a playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The City invites qualified companies to submit Sealed proposals to provide ballfield improvements cost estimates and youth recreational baseball league provider services for the baseball fields at Bearden Park. The City is seeking a company with experience involving ballfield improvements, operations, and maintenance. RFI, questions, comments and requests shall be sent to: City of Seagoville, Texas - City Hall - 702 US Highway 175 Seagoville, Texas 7515 a) This Request for Proposal isfor a minimum five (5) years ofservices, with a mutual option to extend the contract for an additional period. b) The Request for Proposal is to include cost estimates for the Ballfield Improvements, which may be completed in multiple phases, and consist of the following: o development of a business plan for Bearden Park; and o minimum of seven turf infields; and o sprinklers for each ballfield; and o dirt work; and o upgraded fencing and foul poles of each ballfield; and o LED sports lights for ballfields other than Ballfield One; and o Adequate sidewalks between and around ballfields; and o two new battng cages; and o construction of up to two support buildings for public restrooms, maintenance equipment, office space, and concessions; and o four pickleball courts; and o Two sets of bleachers for ballfields other than Ballfield One through Ballfield Four; and o Upgrades to existing parking lot, including increase in size; and o New scoreboard for each ballfield; and o landscaping improvements. c) The Contractor should take all precautions necessary to protect the safety of park users around the ballfield area (i.e., fencing off the jobsite), and all existing landscape, sidewalks, trails, etc. in the area. d) Ballfield Improvements must meet the safety, design, and construction standards for quality ballfield projects. e) Ballfield Improvements must be installed in full compliance with all applicable local, state, and federal regulations during the construction phase. f) Winning proposalsshall work with the City to obtain access agreements and shall provide applicable liability insurance policies. g) The Contractor shall provide Certificate of Liability equal to or exceeding $1,000,000 for General Liability, which will cover performance of its services under this agreement. The contractor will carry complete, adequate workmen's compensation insurance covering all employees of the contractor. Current certificates of all insurance, showing the City as an additional insured, must be submited to and maintained on file with the city. h) The Contractor shall provide payment and maintenance bonds for any portion of the Project involving the improvement of the fields and related facilities, as required by State Law. i) The Contractor will comply with all applicable federal, state, county and city ordinances and regulations in performing all services to be rendered by the Contractor under this Agreement. The City will comply with all applicable federal, state, county, and city ordinances and regulations in park improvements. j) The Contractorshall provide cell phone contact information to ensure communication during the installation of park improvements. k) The Contractor shall provide a writen timeline of improvement installations. l) The proposalshall include a company narrative that includes, but not limited to: o The history of the company o The experience of the company o A descriptive narrative and illustrations of the proposed ballfield improvements o A listing of completed ballfield improvements and municipalities the company has worked with in Texas in the past five years similar to the scope and size of this proposal and a list of these Texas cities of similar size and scope with contact information for reference purposes. o Photos, video or links to ballfield improvements projects that the company has completed during the last five (5) years in Texas of similar size and scope. m) The City reserves the right to increase, decrease and/or adjust the ballfield improvement needs based on adopted budget. n) The City reserves the right to accept or reject any proposal submited for any and all reasons. The Owner reserves the right to reject any proposal which is not legible, not complete, or contains irregularities, to obtain clarification from Proposers concerning Proposals, to waive any informality, accept any proposal which deviates from the RFP as the City deems appropriate and in its best interest, withdraw the RFP from the market without notice before or after receiving submitals, and/ or to reject any or all proposals. No proposer may withdraw his/her proposal within 60 days after the actual date of submital. Project Location: Bearden Park, 500 May Road, Seagoville, Texas 75159 LIABILITY INSURANCE: The Contractor shall provide Certificate of Liability equal to or exceeding all State minimum required coverage and listing City of Seagoville as additional insured. Proposal shall also provide evidence of worker's compensation insurance for all employees performing work on City Property. The City of Seagoville reserves the right to enforce the performance of successful proposal in any manner prescribed by law or deemed to be in the best interest of the City in the event of breach or default of agreement. The City reserves the right to terminate the agreement immediately in the event the successful proposal fails to: 1) meet delivery schedules; 2) otherwise performs in accordance with these specifications. Breach of contract of default authorizes the City to, among other things, award to another proposal, purchase elsewhere and charge the full increase in cost and handling to defaulting successful proposal.
