Project Overview MnDOT requests letters of interest for consultant to provide support for regional modeling/ gap analysis for greenhouse gas emissions assessment. The 2023 and 2024 Legislature set requirements for a Transportation Greenhouse Gas Emissions (GHG) Impact Assessment for highway capacity expansion projects prior to their inclusion in the State Transportation Improvement Program (STIP) or a metropolitan Transportation Improvement Program (TIP). The assessment must determine the greenhouse gas emissions over a period of 20 years and the net change in vehicle miles traveled for the affected network resulting from the capacity expansion project. Proposed capacity expansion projects that do not meet the State's greenhouse gas emissions and vehicle miles traveled reduction targets would be required to alter the scope or design of the project or identify sufficient impact mitigation. Project Goal The consultant selected will perform introductory modeling work for up to four (4) Greater Minnesota Metropolitan Planning Organization' (MPOs) regional travel demand models. The consultant will conduct a preliminary gap analysis of the regional travel demand models to evaluate existing functionality and gaps for conducting an emissions analysis. The gap analysis will identify the scope of regional travel demand model updates needed to support legislatively mandated work related to the VMT and GHG reduction targets. The consultant will build the capabilities of the regional travel demand models to support GHG emissions modeling needs. The consultant will also perform a program emissions review for the selected MPOs' regional transportation projects within a 3-year window (2023-2025) based on the MPOs' Transportation Improvement Program (TIP). The level of detail on building regional travel demand modeling capabilities will vary depending on the number of selected grant applicants. Successful respondents will demonstrate a scalable strategy to complete this work.
