Story Highlights Raleigh-Durham Airport seeks to develop Lake Crabtree County Park. Public hearing revealed strong opposition to park development plans. RDU aims to generate revenue for airport capital projects. Raleigh-Durham International Airport is not revealing who's interested in developing part of Lake Crabtree County Park into an "entertainment destination." But at least one developer is eyeing the project. Citing confidentiality, the airport declined to share responses to the request for information (RFI) it put out last year soliciting interest in developing a portion of the park that the airport presently leases to Wake County. However, a county spokesperson said that local officials have been "briefed on the developer." The county referred TBJ to RDU for more details. A spokesperson for the airport said more information would be released if and when a contract is awarded for the project. In January, a public hearing on RDU's development efforts lasted hours without a single speaker in support of developing the park. No developer spoke at the hearing. Instead, the discussion was dominated by people who said they want the park to remain as is. "My children do not want to inherit an entertainment center," said Brittany Richards, one of more than 40 speakers at the hearing. "They deserve to have a park with trees and trails." Meanwhile, public records released by Wake County show general support for RDU's efforts. In December, airport officials met with the county to talk about the property -- a meeting referenced in a letter of support penned by County Manager David Ellis Jan. 7 and provided to TBJ through a public records request. Ellis said the county's support of an unidentified "corporate partner" leasing part of the park is based on an understanding that RDU will work to "maximize sustainability and environmental stewardship" by minimizing the prominence of parking lots and maximizing preservation of green space. RDU sent Wake County an appraisal dated Sept. 19 that showed the land is worth nearly $2.4 million and at a "good location for development" due to its highway access. Following the January public hearing, airport CEO Michael Landguth sent RDU stakeholders -- including city managers for both Raleigh and Durham -- another update saying more than 44 people had "shared their perspectives through comments and presentations." "The (Airport Authority board) will now carefully evaluate the feedback received as it considers potential next steps," he wrote. RDU's existing lease with Wake County expires June 30. The airport said it's been in conversations over the last few months with Wake County and is "making positive progress" toward a lease for four tracts of the site not included in the RFI. The goal would be to maintain part of the current Lake Crabtree Park for recreational use. A draft lease agreement included in the records from Wake County has the county paying nearly $239,000 annually, with rent set to increase 3 percent each year -- quite the premium from the current $1 per year paid by the county. As for the tract subject to that RFI, "no decision has been made about that property," an airport spokesperson said. What RDU wants developed The Raleigh-Durham Airport Authority's RFI sought out developers interested in developing a 136-acre portion of the park, which sits just off Interstate 40 at Aviation Parkway. The goal is to create more revenue to pay for capital projects at the airport. Altogether, the Airport Authority controls 330 acres that make up Lake Crabtree County Park. Airport officials say leasing property is a way to secure necessary funds to pay for capital improvement projects, from the new runway to terminal expansions. RDU's Vision2040 master plan initially only identified 33 acres at Lake Crabtree Park for recreational use. RDU has said for years that the remaining acreage could someday house both commercial development and recreational trails. Traffic at the airport keeps growing, creating capacity issues officials say can only be mitigated through more investment. Through February, RDU had boarded more than 988,000 passengers in 2025, a 2 percent increase over the same time period last year. Last month, RDU passed a $524 million operating budget, as well as its $2.5 billion capital project plan, which includes $1.1 billion earmarked for its new runway. _____________________________________________________________________________________________________________________________________________ This Request for Interest ("RFI") is for discovery and information gathering of potential developers having interest in leasing and developing a certain portion of real estate This RFI is a planning document intended to gain information on potential developers, uses / concepts, potential business deal structures, and overall financial return to the Authority.
