All hard copy proposals shall be directed to the attention of The Jasper County Board of Supervisors with the outside of the envelope marked "ERBR-31(02) BRIDGE PROJECT". Contractor shall indicate certificate of responsibility number on the outside of the envelope. Certified Check or Bid Bond for five percent (5%) of total bid payable to Jasper County must accompany each proposal. Bidders are hereby notified that any proposal accompanied by letter qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid, and such proposals will not be considered in making the award. State Aid is not a party to this contract or the project.
