The Project consists of, but is not limited to, the construction of 14", 16", and 18" diameter force main piping, a horizontal directional drill under the Schuylkill River, air valve and cleanout structures, doghouse manhole, and related site work between the existing 19th Ward Pump Station in Berks County's Stonecliffe Park and the City of Reading's gravity sewer interceptor system on the eastern banks of the Schuylkill River. Attention is called to the fact that Pennsylvania Prevailing Wages are to be paid on this Project, as determined by the Pennsylvania Department of Labor and Industry. Bidders are required to visit the Project site prior to submitting Bids. Each Bid must be accompanied by a Bid Security in accordance with the Instructions to Bidders. The City shall have the right to accept or reject any or all Bids, or part thereof or items therein, for any reason whatsoever, waive any informalities and technicalities in bidding and act in its own best interest, reject a Bid not accompanied by any data required by the Bidding Documents, to reject a Bid which is in any way incomplete, irregular or otherwise not responsive to the requirements of the Bidding Documents, or to reject the Bid of a Bidder who is not qualified in accordance with the requirements of the Bidding Documents. Employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Bidders are required to visit the Project site prior to submitting Bids. Each Bid must be accompanied by a Bid Security in accordance with the Instructions to Bidders. Such questions are required in writing by 2:00 PM on September 20, 2024. No verbal questions from Bidders will be reviewed or accepted, and no direct contact with the Engineer shall be conducted. Also, no questions shall be directed to the Owner. Any conflict, inconsistency, or discrepancy shall be reported at least seven (7) days prior to the Bid Closing.
