Compliant Regulated Medical Waste and Hazardous Drug Waste Disposal Services Direct all inquiries concerning this IFB to: Cindy Self Contract Specialist II Email: Cindy.Self@dac.nc.gov Phone: 919-324-1469 Question Deadline 09/05/2024 at 5:00 PM ET Provide Response to Questions State September 6, 2024 The purpose of this Invitation for Bids (IFB) is to seek competitive bids from qualified vendors to establish an Agency Contract to provide the North Carolina Department of Adult Correction, Division of Comprehensive Health Services with compliant Regulated Medical Waste (RMW) collection, treatment and disposal of biohazard materials, biomedical materials, sharps, needles; and compliant "Black Box" Hazardous Drug collection, treatment and disposal as required herein. The Department provides all levels of health services to a current population of 30,000+ offenders annually at fifty-five (55) prisons, two (2) Confinement in Response to Violation (CRV) units, two (2) substance abuse centers, and one (1) private transition facility for adult female offenders preparing for reentry to the community. Facilities are located across the state of North Carolina, and they generate varying levels of medical waste and hazardous drug waste. The majority of the correctional facilities maintain clinics, nursing stations, or infirmaries where varying amounts of regulated medical waste and general medical waste are generated. There are five (5) skilled nursing infirmaries within the prisons. They are located at Central Prison in Raleigh, NC; the North Carolina Correctional Institution for Women (NCCIW) in Raleigh, NC; Piedmont Correctional Institution in Salisbury, NC; Alexander Correctional Institution in Taylorsville, NC; and Maury Correctional Institution in Maury, NC. Additionally, there is a 100-bed long term care facility at Randolph Correctional Center in Asheboro, NC and (2) two Confinement in Response to Violation (CRV) units housing up to 270 minimum custody offenders on 90-day sentences located in Robeson and Burke counties. Central Prison Healthcare Complex is a five-story, 167,000 sf regional medical center and is a combination of comprehensive diagnostic clinics and support services, comprised of a 120-bed inpatient medical/surgical sub-acute hospital that operates as an advanced infirmary, and a 216-bed inpatient mental health facility. Offenders assigned to correctional facilities in the Central custody region and ultimately offenders statewide can be transported to this facility, which provides for diagnostic clinics, laboratory, radiology, dental, dialysis, pharmacy, physical therapy, emergency, pre/post op, and surgical services, as well as medical records and administrative operations. NCCIW Healthcare Facility is a three-story 102,000 sf, 166-bed health care facility that provides both infirmary and mental health programs which serve inpatient as well as outpatient needs. The skilled nursing infirmaries at Piedmont CI, Alexander CI, and Maury CI provide services on a smaller scale, both in population and in generated waste. Other prison facilities generate relatively minimal waste, as the frequencies established on Attachments H and I reflect. In addition to the facilities that house and directly treat offenders, Central Pharmacy in Apex, NC supplies pharmaceutical products to offenders across the state, and generates drug waste subject to USP 800 regulations on a regular basis. All locations requiring service and estimated frequencies are listed in Attachment H and I located in the Ariba Sourcing Event. The facilities are organized by regions within North Carolina, and by the type of waste collection and disposal. The Department reserves the right to add or remove locations as needed, and to increase or decrease frequencies of services as Department missions and needs dictate. The intent of this solicitation is to establish an Agency Specific Term Contract for the services described herein The Contract shall have a term of three (3) years, beginning on the date of final Contract execution, or October 1, 2024 (the "Effective Date"), whichever is later. Bids shall be submitted in accordance with the terms and conditions of this IFB and any addenda issued hereto.
