Professional Architectural and/or Engineering Services to Provide Design Services and Construction Phase Services for the Development of Remembrance Park for the Office of the County Engineer The Harris County Office of the Purchasing Agent is seeking professional firms with the experience, capabilities, and qualified available staff to provide design services and construction phase services for the development of Remembrance Park for the Office of the County Engineer. DESCRIPTION Harris County invites the submittal of SOQs, not later than the date due, as listed on page 1 of this RFQ, from highly qualified firms interested in providing architectural and engineering design services, as well as construction phase services, and to prepare plans, specifications, and cost estimate documents for development of Remembrance Park, a signature public space of national significance that will span three city blocks bounded by Congress Street, Fannin Street, San Jacinto Street, and Buffalo Bayou in downtown Houston, within Harris County's Downtown Court Complex. The mission of Remembrance Park is to promote understanding of the legacy of enslavement, oppression, and freedom movements in the United States, connect those legacies to continuing inequities, and inspire a common commitment to building a fairer and more equitable future. The goals of Remembrance Park are to: 1. Educate and chronicle: a. The legacy of enslavement and systematic oppression faced by Black Americans in the United States. b. That legacy's connection to current inequities and evolving oppression. c. The critical role organized resistance and freedom movements have played and continue to play in advancing fairness and equity. 2. Inspire and motivate people to: a. Build a fairer and more equitable future. b. Gather, organize, and unite around issues related to equity, freedom, and the preservation and advancement of civil and human rights. The County seeks to advance the Park's mission and goals by creating a dedicated public space in heart of the Harris County criminal legal system complex using public art, communication and narrative tools, and design elements, while also strategically incorporating landmarks surrounding the Park. For more detail on the mission and goals of Remembrance Park and the design elements the County seeks to use to advance both, see Appendix I. The scope of work is inclusive of but not limited to the design phase documents as needed to for the development of a park complex as described in the detailed background found at Appendix I. The Project is located on the three (3) city blocks bounded by Congress Street, Fannin Street. San Jacinto Street, and Buffalo Bayou in Houston, Texas. Proposers should note that demolition of the existing Family Law Building at 1115 Congress will be excluded from this scope of work and will be procured as a separate project. The Project scope of work has been divided into three (3) major phases, as summarized below. Phase 1 Current Design Concept Plan Refinement The Design Team will first refine the current concept as described in Appendix I, based on notes and comments provided by the Precinct. Critical items to be accomplished in this phase include, but are not limited to: Crafting of an architectural and landscaping design that embodies the mission, goals, and narrative of the park and fits into the context of Buffalo Bayou, responding to the need for native plants and stress-tolerant urban plantings, as well as the inclusion of origin plantings, all of which reinforce the Project's mission and goals. Development of a well-articulated public art strategy and potential interpretive signage for the park, including but not necessarily limited to involving sculptors and other visual artists early in the Project so that design features and selected physical features better complement and reinforce each other. Decisions on appropriate use of, and the development of interpretive design, public art, and narrative content. Collaboration with the Precinct in development and execution of a stakeholder group coordination and engagement strategy that will serve and support the Project through all three phases of the work. Phase 2 Design Development and Construction Documents Preparation The Design Team will develop plans, specifications, and estimates based on the refined design concept plan approved in Phase 1. It is anticipated that landscape architecture, civil engineering, geotechnical engineering, structural engineering, and surveying services will be needed for design. The Design Team will assist the County with obtaining permits and approvals as needed. Biological, cultural, and historical consulting may be needed to support permitting. The Design Team will assist the County with providing exhibits for obtaining temporary construction easements as needed. The Design Team will also assemble required contract documents, such work to include but not be limited to formatting, assembling specifications, and developing general contract requirements. Among the elements critical to successful completion of this phase will be: An understanding of native plant design in the context of Buffalo Bayou, as well as knowledge and use of urban tolerant and origin plantings throughout the site. Experience with coordinating relocation and installation of private and City of Houston utilities within the Houston Central Business District. Support for the Precinct in stakeholder group coordination and engagement strategy as part of completing the design and construction package. Phase 3 Construction Phase Support The Design Team will provide construction support services. The Office of the County Engineer intends to provide for construction administration and inspection. The Design Team will serve in an advisory role for construction administration and provide support services including, but not necessarily limited to, attending preconstruction meetings, attending meetings on site as needed, performing field observation, sub-contracting materials testing and special inspection services, participating in submittal reviews, processing requests for information, and being responsible for other work as deemed necessary and requested in writing by the Office of the County Engineer. A more detailed final scope of work and Project timeline and budget will be developed in coordination with the Design Team. A copy of all questions and answers will be released as a Public Notice to all firms through electronically. The County will not be bound by any information conveyed verbally. The method of Contractor Selection has not been Determined at this time.
