Louisville Metro Government, through this Request for Proposal, is seeking qualified Engineering- Design Consultant Firms specializing in bike park design to provide their qualifications for Professional Services for the Highland Park Bike Park Design Project, a multi-skill level mountain bike skills park located under an I-264 overpass. Introduction The Louisville/Jefferson County Metro Government ("Metro Government") is now accepting Proposals for Highland Park Bike Plan. The process of accepting Proposals and choosing the successful proposer shall be by sealed Requests for Proposals ("RFP's") using the competitive negotiation process under KRS 45A.370. The Metro Government, if it chooses to award a contract based on this Proposal, shall do so on the basis of the Proposal which is most advantageous to it based upon the Evaluation Criteria set forth herein. (KRS 45A.370(5)). The Metro Government finds that a purchase through competitive negotiation is necessary because Specifications cannot be made sufficiently specific to permit an award on the basis of either the lowest bid price or the lowest evaluated bid price. The Metro Government shall conduct written or oral discussions with all responsible proposers who submit Proposals determined in writing to be reasonably susceptible of being selected for award, except as otherwise provided by law. Where the Metro Government can clearly demonstrate and document from the existence of adequate competition or accurate prior cost experience with the particular supply, service or construction item, the Metro Government may make an award on the basis of the original submitted Proposals. INTRODUCTION a. Louisville Metro Government, through this Request for Proposal, is seeking qualified Engineering- Design Consultant Firms specializing in bike park design to provide their qualifications for Professional Services for the Highland Park Bike Park Design Project, a multi-skill level mountain bike skills park located under an I-264 overpass located at 4400 Old Park Blvd. b. Professional Services may include but are not limited to architecture, civil engineering, geotechnical engineering, landscape architecture, and structural engineering. Services shall be provided for a design project delivery system. The successful team shall be responsible for all agency submissions, agency reviews, agency approvals required permitting, construction, construction administration, site inspections, and quality/control during construction. c. Design Firms must also demonstrate that they have the proper staff and equipment necessary to perform the necessary tasks as well as expertise and knowledge in the field of architecture, civil engineering services, and bike park construction which include but are not limited to: i. Permitting with local, state and federal agencies ii. Design of: 1. Bike Park features: a. Ramps b. Pump tracks c. Mountain bike obstacles d. Drainage and access easements iii. Premanufactured ramps and other associated bike elements iv. Bidding and Contract Negotiation v. Contract Administration vi. Equity Participation SCOPE OF WORK a. The scope of work will consist of: i. Conceptual site plan and construction level designs with bike park elements within a defined area (between 5,000 s.f. and 8,000 s.f.). ii. The conceptual design will be submitted to the Kentucky Transportation Cabinet for review and comment. iii. Develop full set of construction documents and project specifications iv. Submit for any and all necessary permits v. Assist in the public presentation of plan to stakeholders. vi. Estimated design completion is January 2025 b. Additional Data/Plans i. Additional Data can be obtained by partnering with the following: 1. Kentucky Mountain Bike Association (KyMBA) 2. FHWA 3. Louisville Metro Government. Questions Due Date: Sep 3rd 2024, 3:00 PM EDT. Contact Information: Alan Cunningham, alan.cunningham@louisvilleky.gov Award There exists the possibility that an award may be made on the basis of initial offers if it can be clearly demonstrated and documented from the existence of adequate competition or accurate prior cost experience that acceptance of an initial offer without discussion (Stage 2) would result in fair and reasonable prices (KRS 45A.370(3)(c)). Award will be made to the responsible offeror whose proposal is determined in writing to be the most advantageous to Louisville Metro Government based upon the evaluation factors set forth in this RFP. The method of Contractor Selection has not been Determined at this time.
