Region 5 PE EA PE003451 CON EA CON04817 Or451/us20: Vale Sidewalk and Rail Pedestrian Crossing Project on the Vale-west Highway (Rt. No. Or451/us20) in Vale. Fap No. S451(002). This Project entails designing an Americans with Disabilities Act (ADA) compliant pedestrian railroad crossing and sidewalk to improve safety for children and other users of this route. A new middle school for 7th and 8th graders opened in 2019 on Viking Drive on the High School Campus. Children living north of the intersection of US20 (Washington/A Ave), Graham Blvd (OR451) do not have a safe route to school due to high traffic speeds, unique traffic pattern, railroad crossing, and lack of pedestrian facilities at this crossing. Children in Vale are actively involved in after school activities. The School District does not have the resources to provide students with transportation following these activities. According to the 2012-2016 American Community Survey, 33.6% of children, age 5 to 17 years old, live in poverty in the City of Vale. As a result, many families do not have reliable transportation to pick their children up following extracurricular activities. These barriers require children who live in town to walk home following extracurricular activities and events often walking along and crossing the highway in the dark. Adding pedestrian railroad crossing, sidewalk and a marked crossing improves the safety and mobility for students walking along Graham Blvd. Estimated Value: ($ 100,000 - $ 500,000). Req.
