Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Northshore Drive, Suite South-400, Knoxville, TN 37919, Email Address: rblake@wkdickson.com. Questions received less than seven (7) days prior to the date for opening of Bids may not be answered. Knox Chapman Utility District (Owner) is requesting Bids for the construction of the following Project: John Sevier Tank Refurbishment This Project is being supported with U.S. Department of the Treasury, American Rescue Plan, Coronavirus State and Local Fiscal Recovery Fund (SLFRF) grant funding. Therefore, certain restrictions and other Federal requirements attach to this opportunity. The Project includes the following Work: Abrasive blasting, repair, surface preparation, and painting all interior and exterior surfaces for a 500,000-gallon steel ground storage tank located near the intersection of Twin Creek Road and W. Governor John Sevier Highway. The exterior coatings tested below U.S. Consumer Product Safety Commission limits for lead in paint at 2.449 ppm. Any person with a disability requiring special accommodations must contact the Owner no later than seven (7) days prior to the Bid opening. If a Bid is sent either by mail or other delivery system, the sealed Bid must be enclosed in a separate package plainly marked on the outside with the notation "BID ENCLOSED". The sealed Bid envelope must bear on the outside, the name of the Bidder, Bidder's address, and Bidder's license number with expiration date (please refer to Section 00 21 13-1, State of TN ARP - Instructions to Bidders). All bids must be made on blank forms provided and included in the bound document or as provided by Addendum prior to Bid. Bids will be received for a single prime Contract. Bids shall be on a lump sum, unit prices, and allowances basis as indicated in the Bid Form. The Successful Bidder must furnish a Bid Bond and Performance and Payment Bonds. The Owner reserves the right to reject any and all bids. The Project has an expected duration of one hundred sixty (160) days. Prospective Bidders must register and purchase Bidding Documents through online in order to be considered an official plan holder, even if Bidding Documents are obtained from online in either digital or paper format. All official notifications, Addenda, and other Bidding Documents will be offered only through online. Neither Owner nor Engineer will be responsible for Bidding Documents, including Addenda, if any, obtained from online. The Owner hereby notifies all Bidders that it will affirmatively insure that in any Contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an Award. The Owner is an Equal Opportunity Employer. Any Contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60, and encourages all small and minority owned firms and women's business enterprises to participate. No Bidder may withdraw his/her Bid within ninety (90) days after the actual date of the opening thereof. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction projects from giving up wages that they are owed. The Contractor must not appear online disbarment list. A detailed listing of all Subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its Subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear online disbarment list. Mark-ups on Subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. The Successful Bidder shall comply with the Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (PL91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act (PL91-54), or latest revisions. All Bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. For all further requirements regarding Bid submittal, qualifications, procedures, and Contract Award, refer to the Instructions to Bidders that are included in the Bidding Documents.
