This RFP is for air monitoring of asbestos abatement services. Additionally, the debris from the demolition sites will need to meet the sampling requirements for Lead-Based Paints. Furthermore, the structures that will be monitored are defined as: a condemned home located at 316 Deviller Street, Ogdensburg, NY a condemned building/detached garage located at 1111 Congress Street, Ogdensburg, NY. AWARD The City of Ogdensburg shall award, including contracts for services, on the basis of "best value" as that term is defined in New York State Finance Law 163. Goods and services procured and awarded on the basis of best value are those that the City determines optimize quality, cost and efficiency, among responsive and responsible bidders or respondents. The determination of quality and cost efficiency shall be based on objectively quantified and clearly described and documented criteria, which may include but shall not be limited to, any or all of the following: lower cost, higher quality, product performance criteria and quality of craftsmanship. Additionally, the owner has the right to reject any and all bids.
