This Scope of Services is written to acquire the services of inspectors that are commissioned by the National Board Inspection Code (NBIC) to perform inspections of boilers and unfired pressure vessels located at Coast Guard Base Elizabeth City located at Facilities Engineering Department, 1664 Weeksville Rd, Elizabeth City, 27909. The Contractor shall provide all labor, services, materials, tools, equipment, travel and subsistence required to inspect, test and certify fired pressure vessels (boilers of various types and sizes) and unfired pressure vessels (compressed air tanks) in accordance with this Scope of Services and the standards published in the NBIC. Contractor shall be provided assistance from Base Elizabeth City Facilities Engineering Department personnel for complete mechanical take-down (preparation) of pressure vessels in preparation for Internal Inspections and Investigative. Such work shall include system isolation and draining. The Contractor shall schedule internal and external inspections during the fall season (September - November) when the equipment is opened and/or offline. During a second visit, the Contractor shall schedule operational tests during the winter season (December - March) when the equipment is operational. The base year shall be ONE (1) year from the time the written Notice to Proceed is issued with an option to renew for a period of TWO (2) additional years at the discretion of the Contracting Officer.
