Project Description: The City of Kingman (City) is seeking a qualified consulting firm or team to provide a NEW DRAINAGE DESIGN MANUAL for Kingman, Arizona. All qualified firms are invited to submit their Statement of Qualifications (SOQ). All SOQ's must comply with the requirements specified in the Request for Qualifications (RFQ). There is not an expressed or implied obligation for the City of Kingman to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. The City's current Drainage Design and Administrative Manual was prepared as part of the Master Drainage Plan in 1988. Since then, there have been many changes in technology, methods and available data related to drainage analysis and the design of drainage infrastructure. Moreover, the City prepared a new Drainage Master Plan in August of 2020 utilizing updated analysis methods, meteorological data and topographic information that enhanced the City's understanding of flood related issues in the City. The current version of the Drainage Design Manual for Mohave County is date May 2018, with revisions dated September 2022. The new City Drainage Design Manual will incorporate those portions of the County Drainage Design Manual that are applicable to drainage analysis and design within the Kingman city limits as well as supplemental material from other sources. The effort to prepare and produce the new City Drainage Manual will include the following general tasks: 1) Survey of Other Arizona Communities - This task involves the collection and review of other Arizona communities' drainage analysis and design criteria and ordinances to ascertain what, if any, material may be applied in the new City Drainage Design Manual. 2) Stakeholder Meetings - This task involves attending and facilitating two meetings with a group of 8 to 10 stakeholders selected by the City and addressing stakeholder comments. 3) Review of County Drainage Design Manual - This task involves a comprehensive review of the County's Drainage Design Manual to determine which parts of the County Manual should be adopted in the new City Drainage Design Manual. 4) Review of current technology and tools - This task involves a general survey of the current technology and tools being used for the analysis and design of municipal drainage infrastructure in Arizona. 5) Public Involvement - This task involves the facilitating of one public meeting and the processing and addressing of public comments. 6) New City Drainage Design Manual Preparation - This task involves the preparation of the City's new manual, including reviews of the manual outline and rough draft, incorporation of comments from the City and the Stakeholders and adoption of the final manual by City Council. Candidates should submit a Statement of Qualifications (SOQ) to the City Engineering Department no later 12:00 noon on Wednesday, September 25, 2024. Each submitted SOQ will be scored (maximum of 100 points) based on the following criteria: 1) Experience - the SOW should list specific examples of municipal Drainage Design or Drainage Criteria manuals prepared by the candidate with references. This is worth 50 points. 2) Hydrologic and Hydraulic Analysis and Design - the SOQ should give specific examples of the Candidate's experience preparing hydrologic and hydraulic analysis and/or design for municipal projects with references. This is worth 30 points. 3) Stakeholder and Public Involvement - the SOQ should give specific examples of working with stakeholders and the public for municipal initiatives and/or projects with references. This is worth 20 points. Firms interested in the above project should submit a SOQ clearly identifying this project on the cover of the SOQ which includes a one-page cover letter plus a maximum length of twelve (12) pages to address the SOQ criteria (excluding resumes but including organization chart). Resumes for each key team member shall be limited to a maximum length of two pages and should be attached as an appendix to the SOQ. Please provide one (1) original plus one (1) electronic PDF copy of the SOQ by 12:00 noon on Wednesday, September 25, 2024. Delivered or hand-carried submittals must be delivered to the City Clerk at the address given below. On the submittal package, please display: firm name, project number and project title. Interested firms are invited to respond in writing to: Annie Meredith, City Clerk ENG24-0078 310 N. 4th Street (mailing) Kingman, Arizona 86401 Please be advised that failure to comply with the following criteria will be grounds for disqualification and will be strictly enforced: o Receipt of submittal by the specified cut-off date and time o The number of originals and/or copies of the submittal specified o Adherence to maximum page requirement Adherence to the maximum page criterion is critical; each page side (maximum 8 1/2 by 11 inches) with criteria information will be counted. Pages that have project photos, charts, and graphs will be counted towards the maximum number of pages. The City plans to select the best scoring Candidate within two weeks of the submittal deadline at which time the City will negotiate a detailed scope of work and fee proposal with the selected Candidate. The City anticipates the effort for this project to take approximately eight to twelve weeks, depending on the schedules of the participants.
